Foreground is partnering with a leading energy and drilling services provider in Saudi Arabia to appoint a Health Safety & Environment (HSE) Manager responsible for designing and executing a comprehensive HSE strategy aligned with corporate objectives client expectations and regulatory frameworks. The role requires a proactive leader with strong industry expertise capable of driving operational excellence embedding a culture of safety and ensuring full compliance across onshore and offshore operations.
Key Responsibilities
Develop and implement an integrated HSE strategy for the division ensuring alignment with corporate goals client standards and industry regulations.
Serve as a trusted advisor to the Operations Manager guiding leadership on HSE Management System implementation and fostering a culture of continuous improvement.
Lead and mentor HSE Specialists and Rig Safety Coaches ensuring consistent and effective application of safety standards across all assets.
Oversee compliance with all HSE regulations monitor changes in legal and industry requirements and ensure timely closure of internal and external audit findings.
Act as the subject matter expert (SME) for incident investigations ensuring thorough root cause analysis corrective actions and cross-fleet knowledge sharing of lessons learned.
Develop and champion proactive HSE initiatives that strengthen the safety culture reduce incidents and enhance operational performance.
Measure and evaluate HSE performance through defined KPIs using data insights to drive continuous improvement initiatives.
Lead the planning and testing of emergency response systems ensuring readiness and operational resilience.
Represent the company in front of clients regulators and industry associations on HSE-related matters.
Organize and facilitate HSE workshops safety campaigns and training programs to enhance awareness and accountability across the workforce.
Qualifications & Experience
Bachelors degree in Occupational Health & Safety Environmental Science Engineering or a related discipline.
12 years of progressive HSE experience including a minimum of 5 years in a senior HSE leadership role.
Proven background within the drilling or energy services sector (offshore drilling experience strongly preferred).
Demonstrated success in leading HSE program implementation incident investigations and compliance management.
Recognized HSE certifications such as NEBOSH CSP or equivalent.
Strong leadership communication and coaching skills with the ability to influence across diverse teams and stakeholders.
Fluent in English; Arabic is an advantage.
