Role Objective

In the high-stakes environment of Saudi Arabias digital expansion the transition from a construction site to a live operational data center is the most critical phase. We are seeking a Project & Commissioning (Cx) Engineer to lead the quality assurance and functional testing of mission-critical systems. You will ensure that every componentfrom cooling plants to fire suppressionmeets the rigorous global standards of Tier III/IV design and the specific local requirements of the Kingdom.

Key Responsibilities

1. Project Lifecycle Management

• Lead the project from the Design Review phase through to Handover to Ops ensuring timelines are met and local contractors adhere to international standards.

• Manage project schedules budgets and procurement of long-lead items (e.g. specialized chillers and generators).

2. Multi-Level Commissioning (L1L5)

• Develop and execute the Commissioning Plan covering all five levels of the process:

  • L1/L2: Factory Acceptance (FAT) and Field Component Verification.

  • L3: Pre-Functional Testing (PFT).

  • L4: Functional Performance Testing (FPT).

  • L5: Integrated Systems Testing (IST/Pull-the-Plug tests).

3. Vendor & Contractor Oversight

• Supervise specialized MEP (Mechanical Electrical Plumbing) subcontractors to ensure workmanship meets the Saudi Building Code (SBC).

• Act as the primary technical point of contact between the client the design team and the construction crews.

4. Documentation & Compliance

• Generate detailed commissioning reports Deficiency Logs (Punch-lists) and O&M (Operations & Maintenance) manuals.

• Ensure all safety protocols align with OSHA and local KSA Civil Defense regulations.

Required Qualifications & Skills

• Education: Bachelors degree in Mechanical or Electrical Engineering.

• Certification: Certified Commissioning Professional (CCP) or LEED AP is highly desirable. Membership in the Saudi Council of Engineers (SCE) is mandatory.

• Experience: 5 years in commissioning or project engineering for mission-critical facilities (Data Centers Hospitals or Semiconductor Plants).

• Technical Expertise: * Expert knowledge of Load Bank testing and thermal imaging.

  • Proficiency in project management software (Primavera P6 MS Project or Procore).

  • Deep understanding of psychrometrics and airflow management.

Preferred Attributes

• Proven track record of delivering hyperscale projects in the Middle East.

• Strong leadership skills with the ability to manage complex Integrated Systems Tests where multiple systems must fail over simultaneously.

• Resilient problem-solver capable of working in the challenging climate of the Eastern Province or the Red Sea coast.
