The Senior Evaluation Specialist supports strategic decision-making by reviewing assessing developing and recommending improvements to EPS programs and operations. They work directly with program areas and frontline members who prevent crime increase community safety and security and build public trust and confidence in the police. Embedded within the Strategy and Innovation Branch the position reports to the Program Manager Impact and Evaluation. The Senior Evaluation Specialist uses a strategic organizational mindset and analytical skills to objectively assess the relevance effectiveness efficiency and sustainability of initiatives within the EPS.

The Senior Evaluation Specialist is responsible for the end-to-end management and successful delivery of evaluation-based projects while building capacity and encouraging collaboration at all levels of the organization. The position will use a systems lens and best practices to deliver projects effectively while monitoring and managing risks facilitating collaborative teams communicating effectively mediating issues and solving problems in a dynamic and fast paced environment. Specifically the incumbent will be responsible for leading the evaluation of EPS initiatives funded by the Urban Strategy Grant including developing outcomes and performance measures supporting and conducting data collection reporting to the funder on grant progress and preparing a final evaluation report for the funder. The incumbent will be a trusted resource to the initiatives on the evaluation related requirements of the grant agreement.

Senior Evaluations Specialists have a high degree of independence and responsibility. They work directly with leadership to plan and implement evaluations and advise on performance measures in support of the organizations strategic goals. The positions work in teams with other evaluators and with experts in community relations corporate performance strategic design and data and intelligence and are responsible for developing strong collaborative partnerships across all areas of the organization. Responsibilities will include:

  • Leading evaluation projects from initiation to action planning.
  • Conducting quantitative and qualitative data collection and analysis.
  • Analyzing work units to identify opportunities to improve efficiency and strategic alignment.
  • Implementing best-practices and methods associated with developmental formative and summative evaluations.
  • Designing and administering data collection tools (questionnaires interviews focus groups case studies cost-benefit analysis).
  • Conducting research and environmental scanning activities to identify program best practices.
  • Being a respected resource to support program design performance measurement and strategic planning.
  • Using project management methods to identify manage and mitigate risks to projects.
  • Developing actionable finding to drive business decisions and improve program effectiveness and efficiency.
  • Supporting strategic planning activities (strategic plans business plans and operational plans).
  • Supporting internal change management and capacity building.
  • Lead multi-disciplinary teams consisting of consultants contractors business partners and stakeholders as needed.
  • Foster a culture of collaboration and networking across the service.
  • Develop and steward relationships that support the success of the projects.
  • Prepare and deliver reports and presentations to leadership audiences.
  • Contribute to and uphold a positive work culture.
  • Perform other related duties as required.

  • University graduation (preferably at the Masters level) in a related field such as social or natural sciences business administration economics applied human sciences criminology or information technology.
  • Minimum of five (5) years work experience in program evaluation applied research and/or data analysis.
  • Knowledge of planning and strategy.
  • Experience using quantitative and qualitative research methods performance measurement and analytic techniques.
  • Proficiency in managing large projects requiring collaboration and input from diverse stakeholders.
  • Proficiency and experience in literature reviews and environmental scanning.

  • Experience in facilitating discussions and leading workshops.

  • Proficiency with Microsoft Office Suite including experience with graphing and the use of Pivot Tables in Microsoft Excel.
  • Excellent interpersonal and communication skills with an ability to break down complex concepts and communicate without prejudice while forming collaborative partnerships that engage various levels within the organization.
  • Experience with government grant agreements and expectations vis a vis evaluation and performance measurement is an asset.
  • Credentialed Evaluator Designation is an asset.
  • Indigenous Awareness or similar training is an asset.
  • Knowledge and experience with GBA is an asset.
  • Lean Six Sigma Process Mapping designation is an asset.
  • Project Management training is an asset.
  • Public engagement experience is an asset.

  • As part of your pre-hire screening you will be required to complete an Enhanced Security Clearance. Hours of Work:
33.75 hours per week Monday - Friday. Hours of work may be subject to the terms and conditions of a variable hours of work program.

Salary Range:
21M Salary Grade: 030 $51.611 - $65.218 (Hourly) $3483.70 - $4402.20 (Bi-Weekly) $90925.68 - $114897.81 (Annually). The rates quoted are in accordance with a collective agreement between the Union and the City of Edmonton.
