Main Purpose of Job

The Senior Capital Projects Manager directly supports agency initiatives involving the workof the Executive Director Deputy Director Capital Projects Director and the CapitalProjects team of the Interagency Commission on School Construction leading correctinterpretation and statewide application of practices and procedures determined by theagency. The Capital Projects team closely advises 24 Local Education Agencies (LEAs) andthe Maryland School for the Blind regarding all aspects of school facilities planningdelivery operations and maintenance such that facilities are effectively and efficientlyoperated.

This position provides advanced technical expertise in the support of the Capital ProjectManagers team and as required by statute and to achieve the IACs mission. Because of thenature of the IACs work this role will involve review and approval of all aspects of schoolfacility planning design construction and operations including review of technicalarchitectural and engineering plans and specifications. This positions work will provideessential information for IAC and LEA staff as well as other local stakeholders and Statelevel policy makers; allowing for a more robust staff expertise in facilities-portfoliomanagement total-cost-of-ownership considerations school construction policydevelopment.

POSITION DUTIES

The Project Manager guides and supports allassigned Local Education Agencies (LEAs) facilities planning design andconstruction activities to help each assigned LEA maintain an educationallysufficient and fiscally sustainable portfolio of facilities. Additionally thisposition manages special projects as needed to support IAC efforts regardingdecarbonization including acting as the contract manager supervisingagreements with other entities as well as recommending life cycle costanalysis standards and facilities portfolio planning focused on reducing thefuture cost of ownership of school facilities.

This position visits existing schools andconstruction projects and advises LEAs in all matters related to schoolfacilities from concept planning to construction and through maintenance andoperations (M&O). This advisory position assists in the development ofstrategies for ensuring safe healthy and educationally sufficient schoolfacilities including their capital and operational funding facility managementprocedures proper M&O staffing ratios and the entire facility managementprocess. This position will work regularly with all departments within the IACon analysis and the development of critical new processes as needed to supportthe anticipated requirements for Statewide decarbonization.

MINIMUM QUALIFICATIONS

Education: A Bachelors degree in engineering or architecture from an accredited college or university.

Experience: Five years of experience as a design or project Engineer or Architect for large-scale multi-year construction projects.

Notes:

1. A Masters degree in engineering or architecture from an accredited college or university may be substituted for up to one year of the required experience.

2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education.

may substitute U.S. Armed Forces military service experience as a commissioned officer in Civil Engineer Corps orEngineering Aid classifications or Construction Engineering Technician Technical Engineer or Civil or Combat Engineeringspecialty codes in the Engineering field of work on a year-for-yearbasis for the required experience and education.

SELECTIVE QUALIFICATIONS

  • Possession of a current license as a professional architect in Maryland or a state withcomparable requirements is required.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

  • Experience in building systems Local State & National codes proficiency in drawing review & construction technology/management software skills in Project Management Google Apps Microsoft Word & Excel and presentation graphics.
  • Two or more years of progressively responsible experience in Facilities Planner Construction Project Manager Engineer Architect or comparable qualified professional positions whose work has involved design construction operations repair and/or maintenance of buildings or system services.
  • Experience managing large scale school or commercial construction projects.

LICENSES REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to possess and maintain a Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
