JOB SUMMARY
Plans supervises and evaluates the delivery of a mental health and substance abuse treatment program in the Sheriffs Office.
MINIMUM QUALIFICATIONS
Masters Degree from an accredited college or university in Social or Behavioral Sciences or other closely related field plus five (5) years of related experience of which two (2) years must have been supervisory or administrative. Education may not be substituted for the required supervisory experience.
Licensed in the State of Utah as a Licensed Mental Health Professional.
Due to the nature of this position the successful applicant must pass a required background check including fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.
ESSENTIAL FUNCTIONS

- Leads the design and implementation of a mental health program to accomplish service objectives and initiatives. Assures the continued analysis of mandates goals and objectives.
- Oversees daily program operations ensuring timely completion of initiatives and high-quality service delivery.
- Monitors case management by reviewing program needs and statistics caseload size and identifying areas needing attention and correction.
- Utilizes data performance metrics and continuous quality improvement practices to evaluate program effectiveness and guide decision-making with the leadership team.
- Provides strategic recommendations to leadership based on program outcomes research and best practices.
- Supervises staff (when applicable) to include hiring orienting training assigning and reviewing work performance annual work performance appraisals and discipline.
- Conducts comprehensive mental health assessments and develops documents and implements evidence-based treatment plans.
- Provides individual and group therapy case management crisis intervention and post-incident debriefings as needed.
- Interacts with criminal justice agencies treatment agencies and healthcare providers to promote the clients best interest.
- Maintains strong client relations by ensuring the quality of activities and projects timely completion of tasks and ongoing efforts to collaborate.
- Ensures quality in treatment records and that the records meet the expectations of the licensing agencies.
- Maintains strong stakeholder relationships through effective communication collaboration and customer service.
- Provides administrative oversight within the designated budget.
KNOWLEDGE SKILLS AND ABILITIES (KSA)
Knowledge of:
- Abnormal psychology including mental disorders alcoholism and drug abuse
- Methods of treatment of mental disorders and alcohol and drug abuse problems
- Structure and functions of organizations and agencies (i.e. social services criminal justice etc.) that interface with the mental health and substance abuse system
- Principles and techniques of behavior assessment modification diagnosis ASAM levels of treatment ASI RANT risk assessments Psychotherapy theory and techniques of crisis intervention etc.
- Effective interviewing skills and evaluation techniques including Motivational Interviewing
- Evidence-based psychotherapeutic techniques and methods used in the criminal justice system
- Understanding and use of professional treatment standards
- Federal State and local ordinances and policies regarding alcohol and drug services
- Division and County policies and procedures
- Microsoft 365 software programs

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
Work duties are typically performed in a general office setting.
