About the Role:

  • This contract role leads strategic engagement with Tribal Nations and Tribal citizens in support of Major Projects and Operations across the Midwest Region with emphasis on Minnesota. The position engages elected officials Tribal citizens business leaders emergency responders and NGOs.
  • Guided by the companys Indigenous Peoples Policy the role focuses on meaningful culturally respectful engagement and building longterm trustbased relationships. Responsibilities include cultivating and documenting relationships with Indigenous communities understanding projectrelated risks and opportunities identifying Tribal concerns and helping develop and execute both regional and projectspecific engagement plans. The role also supports responsible management of engagementrelated budgets.

Key Responsibilities:

  • Develop strengthen and document relationships with influential Tribal leaders and stakeholders.
  • Work collaboratively with internal partners including Supply Chain Management and other departments across Public Affairs Communications & Sustainability (PACS) to design effective culturally informed engagement strategies.
  • Provide subject matter guidance on Tribal cultural protocols political environments local dynamics and appropriate engagement practices.
  • Support engagement with individuals community groups Tribal governments and local organizations to advance business goals and project objectives.
  • Assist with the development and implementation of Regional Engagement Plans and projectspecific engagement plans that reflect the interests and concerns of Tribal communities.
  • Prepare strategies briefing materials and talking points for leadership and media spokespersons.
  • Ensure regulatory obligations related to Indigenous engagement are met and documented.
  • Help maintain and enhance the companys reputation as a responsible trusted corporate citizen.
  • Support regulatory strategies and participate in the formal regulatory process as needed.
  • Provide timely counsel to leadership and project teams on Tribal relations cultural considerations consultation processes partnership opportunities negotiations and emerging issues.
  • Ensure that the perspectives and priorities of Tribal communities are brought into internal decisionmaking processes.
  • Partner with Business Development teams to incorporate regional and community insights into planning and risk assessments.
  • Work with the Public Awareness team to improve the efficiency and effectiveness of public outreach activities.
  • Collaborate with internal teamsincluding Law Operations Regulatory EHS and other PACS groupsto develop Protocol and Engagement Agreements Letters of Intent and other project-related agreements.
  • In coordination with Sustainable Supply Chain Management identify opportunities to support Indigenous participationsuch as workforce development contracting educational programming and other community benefit initiatives.
  • Provide expertise through industry trade associations advisory panels and working groups.
  • Maintain wellorganized records of contact and engagement in the relationship management system.
  • Contribute to functional budgets and ensure cost-effective use of resources.
  • Support crisis communication and response activities when assigned and maintain required training.

Scope/Dimensions:

  • Directly impacts Company reputation and our social license to operate.
  • Regulatory risk impacts to projects and operations and resulting regulatory timelines and cost implications.
  • Impacts project budgets and timelines.
  • Directly impacts relationships and social/public affairs risk in area of responsibility (name region) and has indirect impact to reputation more generally in dealings with key stakeholders and Indigenous peoples.

Qualifications:

  • University degree in a relevant field.
  • Helpful: knowledge of the energy or energytransportation sector.
  • Direct experience engaging Tribal communities including understanding Tribal history rights cultural protocols and political structures.
  • Familiarity with government and regulatory requirements and current Indigenous community dynamics.
  • Experience working within a large public multiregion organization.
  • Proven experience in crosscultural stakeholder Indigenous and community engagement.
  • Understanding of community development and organizational effectiveness practices.
  • Strong communication presentation and relationshipbuilding skills across diverse audiences including Tribal leadership.
  • Able to work independently prioritize effectively handle multiple deadlines and adapt to competing priorities.
  • Strong judgment confidentiality customer focus analytical and research abilities.
  • Excellent attention to detail and followthrough.
  • Teamoriented with the ability to work independently when needed.
  • Skilled in relationship management consultation negotiation facilitation risk communication and conflict resolution.
  • Passion for and experience in community development.
  • Demonstrates values of safety integrity respect inclusion and high performance.
