The Maine Department of Inland Fisheries & Wildlife is seeking a Business Operations Manager (Public Service Manager II) in Augusta.
BRIEF JOB DESCRIPTION: This is a senior management position in the agency responsible for oversight of development implementation and compliance with the Departments financial and administrative functions and advising the Commissioners office in these matters.
Duties will include:
Oversee and coordinate matters affecting Department business operations including coordination with other agencies and the Natural Resource Service Center on matters of finance and budget.
Work with appropriate staff to develop and implement Department policies and procedures to ensure compliance with all state federal and other financial control objectives and continually work with the Natural Resource Service Center to monitor compliance and agency business functions.
Manage Department support staff charged with acting a technical resource to agency managers in matters of administrative process including procurement contract management fixed asset management business controls et. al.
Advise Commissioner Deputy Commissioner Bureau Directors and others on fiscal and other business operations matters in order to provide recommended solutions to identified problems.
Assist the Commissioners Office in directing and overseeing the Departments Strategic Plan
Prepare testimony and work session material for legislative committees including the Joint Standing Committee on Inland Fisheries and Wildlife Appropriations and Financial Affairs.
Assist Commissioners Office in preparing responses to the Governors Office on financial and business operation matters.
Coordinate Department audits at the state and federal level and work with the Natural Resource Service Center to appropriately resolve audit findings or any identified issues that do not reach the level of a finding.
Assist in tracking budgets for Department capital improvement projects
Coordinate Risk Management policies and billing for the Department
Coordinate new employee training for the Department and appropriate ongoing refresher training for all Department staff.
Oversee Department fixed asset accounting as directed by the Office of the State Controller

MINIMUMQUALIFICATIONS: A six (6) year combination of education/experience in Business Management Public Administration or other directly related field to include four (4) years of program management experience in financial or budget management. Related experience and/or training may be substituted for education on a year for year basis.
Preferences will be given to candidates with experience in state government in a managerial or strategic role related to administrative or financial/budget functions.
