Quantity Surveyor Quality Assurance Officer – Water Infrastructure Projects
Job Summary
Job Summary:
We are seeking a competent and detail-oriented Quantity Surveyor / Quality Assurance Officer to oversee cost management contract administration and quality control for water infrastructure projects.
The ideal candidate must have hands-on experience in cost estimation BOQ preparation contract administration and implementation of quality assurance procedures on projects such as water treatment plants reservoirs transmission mains pumping stations and distribution networks. Experience handling donor-funded NGO-sponsored or government infrastructure projects is highly desirable.
The role requires strong financial oversight capability combined with the ability to enforce quality standards and ensure compliance with project specifications and regulatory requirements.
Key Responsibilities:
Cost Management & Quantity Surveying:
Prepare cost estimates budgets and Bills of Quantities (BOQs) for water infrastructure projects.
Conduct tender analysis and support procurement processes.
Prepare interim valuations payment certificates and final accounts.
Assess variations claims and change orders.
Monitor project costs and ensure adherence to approved budgets.
Quality Assurance & Compliance:
Develop and implement Quality Assurance/Quality Control (QA/QC) plans.
Ensure construction activities comply with approved drawings specifications and standards.
Conduct site inspections to verify quality of materials and workmanship.
Monitor testing of materials (concrete pipes fittings etc.) and verify compliance.
Ensure corrective actions are implemented where deficiencies are identified.
Contract & Donor Compliance:
Ensure adherence to Nigerian procurement regulations and donor guidelines.
Maintain proper documentation for audit and reporting purposes.
Support project audits and compliance reviews.
Assist in ensuring environmental and safety standards are maintained.
Project Coordination:
Work closely with Project Managers Engineers and contractors.
Attend site meetings and provide commercial and quality advisory support.
Verify executed quantities and certify works completed.
Requirements
Qualifications & Requirements:
Education & Experience:
BSc/HND in Quantity Surveying Civil Engineering Construction Management or related field.
Minimum of 7 years of relevant experience in quantity surveying and/or quality assurance for infrastructure projects.
Proven experience in water infrastructure civil works or public works projects is required.
Experience handling donor-funded NGO-sponsored or government projects is highly desirable.
Professional Certification (Compulsory):
Registered with QSRBN (Quantity Surveyors Registration Board of Nigeria) Mandatory (for QS background).
Membership of NIQS (Nigerian Institute of Quantity Surveyors) Mandatory (if QS).
Technical Competencies:
Strong knowledge of BOQ preparation cost control and contract administration.
Familiarity with FIDIC or similar standard contract forms.
Strong understanding of QA/QC procedures in civil and water infrastructure works.
Ability to interpret technical drawings and specifications.
Proficiency in MS Excel and cost management tools.

Required Skills:
Qualifications & Requirements: Education & Experience: BSc/MSc in Civil Engineering or Structural Engineering. Minimum of 7 years of progressive experience in civil/structural engineering and project management. Proven track record managing reinforced concrete reservoir or water-retaining structure projects. Mandatory experience handling donor-funded NGO-sponsored or government infrastructure projects. Professional Certification (Compulsory): Registered with COREN (Council for the Regulation of Engineering in Nigeria) Mandatory. Active member of NSE (Nigerian Society of Engineers) Mandatory. PMP PRINCE2 or other project management certification is an added advantage. Technical Competencies: Strong knowledge of reinforced concrete design and construction. Proficiency in project management tools (MS Project Primavera). Familiarity with structural design software (ETABS SAFE AutoCAD). Solid understanding of Nigerian building regulations and international standards for water-retaining structures. Personal Attributes: Strong leadership and decision-making skills. Excellent stakeholder management and negotiation abilities. Detail-oriented with strong analytical capabilities. Results driven with the ability to manage multiple sites simultaneously. Willingness to travel extensively within Nigeria.
