Job Summary:
We are seeking a detail-oriented Quantity Surveyor / Market Surveyor to support cost planning BoQ analysis and market intelligence for water infrastructure projects. The ideal candidate will be responsible for ensuring accurate cost estimation effective procurement support and value-for-money delivery across projects such as pipelines boreholes pumping stations and water treatment systems.
The role requires strong analytical ability practical understanding of infrastructure components and experience in managing cost data for civil and electromechanical works. The position involves collaboration with engineers procurement teams contractors and suppliers as well as occasional site visits for verification of quantities and project progress.
Key Responsibilities:
Cost Estimation & BoQ Management:
Review and interpret Bills of Quantities (BoQs) drawings and technical specifications for water infrastructure projects.
Carry out accurate quantity take-offs for pipelines fittings pumps tanks civil works and associated infrastructure components.
Prepare detailed cost estimates and assist in developing project budgets.
Support preparation of tender documents and pricing schedules.
Market Survey & Procurement Support:
Conduct regular market surveys to obtain updated pricing for materials equipment and labor.
Source evaluate and compare supplier and contractor quotations.
Prepare comparative cost analysis and procurement recommendation reports.
Maintain and update a database of market rates for construction and water infrastructure materials.
Project Cost Control:
Monitor project expenditures against approved budgets.
Track cost variations and support variation assessment and documentation.
Assist in valuation of completed works and contractor payment certifications.
Identify cost-saving opportunities without compromising quality or compliance.
Technical Coordination:
Work closely with civil mechanical and electrical engineers to validate BoQs and project specifications.
Ensure alignment between design drawings and cost estimates.
Provide input on cost implications of design changes or technical adjustments.
Reporting & Compliance:
Prepare cost reports market survey reports and procurement summaries.
Support audit processes and donor reporting requirements where applicable.
Ensure compliance with organizational procurement policies and project standards.
Requirements
Qualifications & Requirements:
Education & Experience:
BSc in Quantity Surveying Civil Engineering Construction Management or related field.
Minimum of 35 years relevant experience in quantity surveying or cost estimation.
Experience in infrastructure projects (water supply civil works or utilities) is highly preferred.
Experience in donor-funded NGO or government projects is an added advantage.
Technical Competencies:
Strong ability to interpret BoQs engineering drawings and specifications.
Good knowledge of infrastructure materials including pipes (HDPE PVC DI) pumps valves and fittings.
Proficiency in Microsoft Excel and QS tools such as CostX PlanSwift or similar software.
Understanding of procurement processes and contract administration.
Strong numerical and analytical skills.
Personal Attributes:
High attention to detail and accuracy.
Strong analytical and problem-solving ability.
Good communication and reporting skills.
Ability to work with multidisciplinary teams.
Strong integrity and cost-conscious mindset.
Required Skills:
Qualifications & Requirements: Education & Experience: BSc/MSc in Civil Engineering or Structural Engineering. Minimum of 7 years of progressive experience in civil/structural engineering and project management. Proven track record managing reinforced concrete reservoir or water-retaining structure projects. Mandatory experience handling donor-funded NGO-sponsored or government infrastructure projects. Professional Certification (Compulsory): Registered with COREN (Council for the Regulation of Engineering in Nigeria) Mandatory. Active member of NSE (Nigerian Society of Engineers) Mandatory. PMP PRINCE2 or other project management certification is an added advantage. Technical Competencies: Strong knowledge of reinforced concrete design and construction. Proficiency in project management tools (MS Project Primavera). Familiarity with structural design software (ETABS SAFE AutoCAD). Solid understanding of Nigerian building regulations and international standards for water-retaining structures. Personal Attributes: Strong leadership and decision-making skills. Excellent stakeholder management and negotiation abilities. Detail-oriented with strong analytical capabilities. Results driven with the ability to manage multiple sites simultaneously. Willingness to travel extensively within Nigeria.
