About the Position
Wereseeking a Risk Specialist to support large heavy-civil infrastructure programsincluding highways roads bridges transit (bothrail and bus)internationalairports and water/wastewaterprojects delivered through both traditional and alternative methods. Your primary focus willbesupporting comprehensive risk management effortsmaintainingrisk reporting tools and collaborating with key stakeholders to enhance program risk oversight.
This is a long-term full-time on-site positionlocatedin Sacramento CA.
Responsibilitiesmay include but are not limited to the following:
- Assistthe team inestablishingand maintaining cost and schedule baselines toassess risk exposures.
- Support inputrequiredfor external stakeholders grant applications and programreporting.
- Develop andmaintainrisk reporting tools for cost and schedule risk analysis.
- Manage the Authoritys risk register ensuring proper coordination between program leveland project-level risks.
- Maintain and update the Authoritys Program Risk Management Plan and prepare quarterly risk management reports.
- Provide guidance and templates for project risk management including qualitative riskregisters and quantitative risk assessments.
- Support project teams in implementing risk management strategies andmaintainingproject risk contingency plans.
- Review and challenge project-level risk assessments to ensure accuracy andeffectiveness.
- Collaborate with Enterprise Risk personnel to align with overall risk management goals.

Minimum Qualifications
- Bachelors degree inquantity surveying civil engineeringorrelated field or equivalent combination of education and experience.
- 10years of experience in risk managementon large (>$500M) complex heavy-civil infrastructure projects in transportation or transit sectors.
- Strong understanding of risk managementprocesses and methodologies.
- Familiaritywith risk analysisand schedulingtools ( RiskDeltekAcumen Fuse @Risk etc.).
- Familiaritywithproject and construction management software ( ProjectPrimavera P6etc.).
- Proficient with Microsoft Office Suite/Office 365 (e.g. Outlook Teams Word Excel PowerPoint etc.).
Preferred Qualifications
- Masters degree inquantity surveying or civil engineering.
- Certification in Project Management (PMP PMI-RMP or equivalent).
- Professional Engineering license in CA or the ability to obtain it through reciprocity.
- Proficiencywith Power BI Tableau or similar platforms for building interactive schedule dashboards and KPI visualizations.
Compensation Details
Expected Salary: $110k-$200k/year ($52-$96/hour). Lusterprovidesthe salary range that the company in good faith believes it might offer for this position based on the successful candidates level of experience knowledge skills abilities education certifications licenses geographic location etc. Luster reserves the right toultimately paymore or less than the posted range depending on circumstances not related to any status protected by local state and/or federal law.
