Under general supervision the Senior Public Records and International Travel Analyst reports to the Associate Vice President for Budget & Strategic Business Operations. The incumbent manages the institutions public records request function in compliance with the California Public Records Act and leads international travel management and traveler support. The role requires advanced independent judgment to interpret legal frameworks assess institutional and safety risks and responds to sensitive or emergent situations. The incumbent serves as the primary point of contact for travelers abroad during emergencies and advises leadership on matters with potential legal reputational or safety impact.
Public Records Administration
- Serves as the primary coordinator for public records requests managing the full lifecycle including intake tracking evaluation coordination response and closure.
- Corresponds with requesters to clarify and refine requests defines the scope of searches and ensures accurate interpretation of records sought.
- Analyzes requests to identify responsive records and coordinates with campus units and record holders to locate collect and organize materials.
- Evaluates complex or ambiguous requests and exercises independent judgment in interpreting legal and regulatory requirements to determine disclosure redaction and compliance.
- Works with requesters and stakeholders to develop solutions that balance the publics right to access records with privacy rights and confidentiality requirements.
- Develops and maintains effective working relationships across the institution including collaboration with Cabinet-level leadership on sensitive or high-impact requests.
- Manages requests related to labor relations grievances and collective bargaining matters coordinating as needed with Human Resources legal counsel and other appropriate units.
- Identifies requests with potential legal policy or operational implications and escalates to legal counsel or executive leadership as appropriate.
- Ensures compliance with statutory timelines documentation standards and institutional policies governing public records.
International Travel Management & Traveler Care
- Oversees institutional processes for international travel review risk assessment and approval.
- Evaluates travel risk using multiple sources including U.S. State Department advisories global intelligence and emerging events and apply independent judgment to inform approval decisions.
- Provides pre-departure guidance and risk briefings to travelers with particular focus on student populations.
- Monitors global events and identify incidents that may affect institutional travelers.
- Serves as the primary institutional contact for travelers abroad in emergency situations.
- Initiates outreach to travelers during adverse events to confirm safety and assess needs.
- Coordinates emergency response actions including evacuation or repatriation in partnership with the institutions travel insurance and global assistance provider including activation of in-country response teams.
- Liaises with risk management public safety insurance providers and external partners to support travelers and response efforts.
- Identifies situations requiring escalation and promptly alerts executive leadership of significant incidents requiring immediate awareness or action.
- Develops and maintains protocols communication plans and training related to international travel safety and crisis response.
- Performs other duties as assigned.
