Cluster Lead Multi-Site Facilities ManagementThe Cluster Lead represents a strategic elevation from site-level facility management to multi-campus operational leadership. This role transitions from single-site execution to cluster-wide oversight managing a portfolio of facilities across multiple campuses with emphasis on strategic contract management operational standardization and team leadership across Differences from Facility Manager Role:Strategic vs. Tactical Focus: While Facility Managers concentrate on day-to-day operations at individual sites the Cluster Lead operates at a portfolio level establishing standardized processes policies and performance frameworks across multiple locations. Youll transition from executing maintenance schedules to designing maintenance strategies that scale across your Management Authority: Unlike site-level vendor coordination youll lead the full contracting lifecyclefrom defining technical and commercial terms developing tender documents conducting competitive tendering exercises to recommending subcontractor selections to clients. This includes developing Service Level Agreements across your cluster rather than simply monitoring existing Oversight Expansion: Your financial responsibilities expand from site budget adherence to setting cluster-wide cost optimization goals advising clients on multi-year maintenance budgets across locations and establishing energy savings targets at the portfolio level. Youll drive strategic cost initiatives rather than managing individual site Leadership Scope: The role shifts from managing a site team to leading multiple JLL management teams across your cluster. Youll conduct performance appraisals recommend training programs through JLL HR and develop capability across your portfolio rather than focusing on individual team Management Maturity: Youll evaluate contractor deployment across multiple sites ensuring consistency in service delivery standards conducting quality audits across locations and establishing performance assessment mechanisms that apply cluster-wide. This includes analyzing service call trends across your portfolio to implement strategic Relationship Elevation: Your client interface moves from operational coordination to strategic partnershipchairing monthly progress meetings providing portfolio-level MIS reporting and serving as the primary escalation point for facilities issues across the Responsibilities:Cluster-Wide Service Delivery:Lead JLL management teams across multiple campus locationsEnsure maintenance services meet contractual commitments across all sitesStandardize operational processes and service delivery approachesDevelop and implement best practices applicable across the clusterStrategic Contract Management:Define technical and commercial terms for Annual Maintenance Contracts across locationsDevelop comprehensive tender documents and operational scopesConduct competitive tendering exercises and comparative analysisMake strategic recommendations to clients on subcontractor selectionDevelop and negotiate Service Level Agreements with JLL ProcurementEstablish performance assessment mechanisms applicable across sitesPerformance and Compliance:Evaluate vendor resource deployment across multiple locationsDefine and monitor Service Level Agreements and Performance IndicatorsAssess subcontractor performance against established criteriaEnsure statutory compliance including minimum wages acts across all sitesConduct quality audits on materials and site upkeep standardsAnalyze call-out trends across the cluster to drive strategic initiativesFinancial and Budgetary Leadership:Set annual cluster-wide goals for energy savings and operational cost reductionAdvise clients on future maintenance budgets across the portfolioInterface with client and JLL Finance teams on billing and invoicingManage cluster-level operational expendituresReporting and Documentation:Maintain comprehensive records of facility management operations across all sitesDevelop Management Information Systems (MIS) reports for JLL leadership and client stakeholdersPrepare and review preventive maintenance registers monthlyProvide consolidated reporting across the clusterTeam Development:Review performance of JLL staff across locations and conduct appraisalsRecommend training programs for site facility management teamsTrain team members on quality policies and proceduresBuild capability across your management teamsClient and Stakeholder Management:Chair monthly progress meetings Facilitate cross-feedback between subcontractors and client staffLiaison with client Finance teams on billing and payment mattersServe as primary escalation point for facilities issuesKey Performance Measurements:Achievement of best practice standards across all cluster locationsEstablishment and adherence to standardized policies and proceduresCompliance with deadlines and operational commitments across sitesEffective leadership of multi-site management teamsDelivery of cost optimization and energy savings targetsConsistent service quality and client satisfaction across the clusterSuccessful vendor performance management and contract complianceQualifications and Experience:Education:Graduate degree in any discipline (required)Tertiary qualifications in building management and/or business (desirable)Experience:8-12 years in facilities management with demonstrated progression to multi-site or supervisory rolesProven track record in contract management and vendor negotiationsExperience managing multiple locations or large-scale facilitiesDemonstrated ability in team leadership and developmentKey Competencies:Strategic thinking and portfolio-level planningStrong contract negotiation and tendering expertiseFinancial management and budget optimizationVendor relationship management across multiple sitesTeam leadership and performance managementStakeholder management at senior levelsProcess standardization and continuous improvementStrong analytical and reporting capabilitiesLocation:
