Job Summary
Job Title: Systems Analyst III Applications / Software Development (Scrum Master Focus)
Location:Austin TX 78701 (Hybrid Onsite and Telework)
Duration: May 18 2026 through August 31 2026
Schedule: Monday through Friday 8:00 AM to 5:00 PM (excluding State holidays)
Position Overview
We are seeking an experienced Systems Analyst III with a strong Scrum Master background to support enterprise-level application development and data initiatives. This role requires a highly skilled professional who can bridge business and technical teams facilitate Agile delivery and drive continuous improvement across cross-functional teams.
The ideal candidate brings deep experience in Agile methodologies systems analysis and enterprise IT environments with the ability to independently lead complex initiatives while aligning delivery to organizational objectives.
Key Responsibilities
Systems Analysis & Business Alignment
- Analyze business objectives workflows and system requirements to recommend effective technology solutions
- Conduct cost-benefit analysis and feasibility studies for system enhancements or new implementations
- Collaborate with stakeholders to gather and document detailed functional and technical requirements
- Evaluate system capabilities constraints and performance to determine solution viability
- Develop detailed documentation including user requirements process flows and system specifications
Agile Delivery & Scrum Leadership
- Serve as Scrum Master for Agile teams delivering application data and modernization initiatives
- Facilitate Agile ceremonies including Sprint Planning Daily Stand-ups Sprint Reviews and Retrospectives
- Coach teams on Agile principles self-organization accountability and continuous improvement
- Identify track and remove impediments to ensure consistent team velocity and delivery
- Promote transparency collaboration and alignment across stakeholders and delivery teams
- Support reporting on sprint metrics velocity and overall delivery progress using Agile tools
Required Qualifications
- 8 years of experience as a Scrum Master supporting Agile delivery teams
- 8 years facilitating Agile ceremonies and managing sprint execution
- Proven ability to identify and remove delivery impediments
- Strong experience coaching Agile teams on best practices and performance improvement
- Experience with Agile lifecycle management tools such as Jira
- Ability to track and report on sprint metrics velocity and team performance
- Experience working in large-scale or enterprise IT environments
- Strong analytical problem-solving and communication skills
Preferred Qualifications
- Experience supporting state or government technology projects
- Scrum Master certification such as CSM PSM or equivalent
Work Environment & Expectations
This position operates within a large-scale enterprise IT environment supporting critical data and application initiatives. The role requires a high degree of independence strategic thinking and adaptability with expectations to manage complex tasks and drive Agile maturity across teams.
