Job Summary

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $72595.00 - $83484.00

The Administration for Childrens Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child juvenile justice ACS oversees detention placement and programs for youth in the community.

The Office of Human Resources holds a broad spectrum of responsibilities that contribute directly to ACS vision of offering comprehensive quality services that empower children and families to thrive. ACS Office of Human Resources primary functions include developing and implementing the agencys human resources policies and procedures recruiting and hiring qualified candidates for open positions providing onboarding and training to new employees managing employee performance and compensation and ensuring compliance with all applicable employment civil service and labor addition to our primary functions the Office of Human Resources provides a variety of other services to employees such as career development employee benefits and wellness programs. The Office of Human Resources also works in partnership with divisions to provide initiatives and services that nurture and develop an environment of employee empowerment advocacy and involvement in the organization while attracting and cultivating a diverse dynamic workforce.

The Office of Human Resources is seeking an experienced professional to serve as a Human Resources Business Partner (HRBP) reporting to the Human Resources Business Partner Manager. The HRBP will facilitate the flow of information and human resources activities between the divisions and the Office of Human Resources. The HRBP will ensure that programmatic support staffing organizational needs and agency goals are efficiently and expeditiously met. Responsibilities and duties include:

- Provides strategic and operational human resources advise coaching development and support to assigned divisions and within HR
- Communicates and partners with internal and external stakeholders such as: various HR units PS budget oversight agencies to achieve goals and improve processes
- Collaborates with the Offices of Employment Law Unit (ELU) Labor Relations and Equal Employment Opportunity (EEO) to develop solutions for employee relation conflicts and problematic areas; help develop ideas to prevent and manage conflicts in addition to assist with improving departmental and organizational structures
- Partners and collaborates with other Human Resources unit leaders in order to culturally enhance the work environment and create and establish technically sound business principles and practices
- Identifies analyzes assesses and reviews the impact of existing and/or new policies and practices to designated divisions operations and ensure adherence and uniform implementation with the various divisions
- Interprets Civil Service rules and regulations and HR policies accurately and ensures their consistent and practical application and compliance
- Conducts Human Resources trainings and presentations across the agency for staff of all levels
- Assists HR Executive Leadership and HR Business Partner Manager with assignments and projects
- Provide one-on-one career coaching sessions to help employees identify career goals strengths and growth opportunities

Qualifications :

A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a Juris Doctor degree from an accredited law school; or

A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area.

An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in 2 above.

A four-year high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in 2 above.

A combination of education and/or experience equivalent to 1 2 3 or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However all candidates must have a high school diploma.
