Partnership Manager – Clean Energy Ministerial
Job Summary
The CEM are looking for a friendly dynamic and efficient individual from a CEM Member country including non-OECD nationals to join as Partnership Manager. This is a small friendly hardworking flexible team that puts a premium on looking out for and after one another. The chosen candidate will become an integral member of our small team (around 10 people) working closely with all team members.
The role is based in Paris France and is scheduled to start in September 2026.
Main Responsibilities
Liaison and Outreach
- Lead the CEM Secretariat support to Member Countries and Workstream leads and participants. Foster their interaction and collaboration with partners such as the International Energy Agency (IEA) United Nations bodies and others as well as any relevant stakeholders.
- Develop working relationships with existing and prospective CEM community members and support their understanding of the CEM work and potential collaboration opportunities.
- Collaborate with relevant colleagues across the CEM Community in support of the broader CEM efforts and to strengthen CEM engagement with other collaborative platforms.
- Promote the work of the CEM externally to a wide range of audiences through organising and participating in workshops making presentations and holding bi-lateral meetings.
- Participate in preparations for meetings of CEM Ministers Sherpas Steering Committee and Workstreams and other groups as required; participate in relevant meetings of other international organisations; provide support for the development of reports analyses and information items for these meetings.
- Maintain contacts with members of national delegations other international organisations representatives of industry and other institutions involved in energy market assessments.
Research and Analysis
- Work with policy makers to collaboratively develop analysis strategies and policies to support goals in the field of energy.
- Support analytical work on energy trends and policies at the global regional and country levels and assessments of the status costs prospects and potential of clean energy technologies.
- Provide the CEM Secretariat with insights and updates concerning status of technologies progress in the field innovation and R&D priorities.
- Co-author and contribute to relevant CEM outputs including project reports web content training material presentations and input to other CEM workstream products.
- Seek opportunities to attract funding from like-minded partners.
Qualifications :
Ideal Candidate Profile
Academic Background
- An advanced university degree(s) in relevant disciplines such as international relations economics political science engineering and/or energy policy studies or related field(s).
Professional Background
- Preferably minimum five years experience working in an international context such as working with international committees or partnerships facilitating dialogue and building consensus. Experience working in both developed economies and emerging markets would be an asset.
- A minimum of three preferably five years experience in the fields of energy and/or climate including a good understanding of sustainable energy policies. Experience in government energy policy development would be an asset.
- Excellent understanding of the energy sector and of clean energy technology.
- Proven analytical experience and strong drafting skills as demonstrated by past work (publications reports quantitative analysis operative models and/or published papers).
- Ability to synthesise complex results and present them to a non-specialist audience.
Skills
- Demonstrated ability to digest interpret and evaluate energy policy information digest policy information into usable variables that can be used to compare across geographies and be used to calibrate analysis and modelling and be able to write cogently on key energy topics and the role of policy in that context.
- Demonstrated capability to plan and manage projects; and prepare reports on technical issues suitable for a more general policy audience.
Core Competencies

Languages
- An excellent written and oral command of English with ability to draft and proofread in English.
- Good knowledge of other language(s) would be an advantage.

Contract Duration
- 22-month fixed-term contract (until 30 June 2028) with the possibility of renewal.
Please note that our Rules and Regulations stipulate that the mandatory retirement age is 67.

Salary Information
- Please note that the appointment may be made at one grade lower in the specified job family based on the qualifications and professional experience of the selected applicant.
Selection Process
- For retained candidates written tests/video-recorded interviews are foreseen late May/early June and panel interviews are planned for late July 2026.
