Join the Human Services Department to inform policy enhance program impact and supporting our culture of data-informed decision making. Salt Lake County Department of Human Services brings together seven service areasAging & Adult Services Behavioral Health Services Criminal Justice Services the Health Department Indigent Legal Defense USU Extension Services and Youth Servicesto advance the well-being stability and resilience of individuals families and communities. Operating at the intersection of public policy direct service delivery and community partnership the Department addresses complex overlapping challenges such as criminal justice involvement substance misuse mental health and public health.

This position sits on the Human Services executive team as a flexible department-wide resource working across divisions and County departments on high-priority initiatives. The role blends data analytics process improvement and policy support. The pace of work is often fast with multiple projects moving simultaneously with projects ranging from rapid-turnaround analyses to support leadership decision making to longer-term projects focused on system improvements. It requires strong technical capabilityanalyzing data building dashboards and producing clear reportingpaired with the ability to define ambiguous problems identify the right data and translate insights into practical recommendations that inform decision-making and improve systems.

This role is best suited for someone who is adaptable intellectually curious and highly organized. This is not a purely technical role; it is designed for someone who is comfortable working with data end-to-end and motivated to apply strategic thinking in a collaborative environment to drive meaningful incremental change across complex public-sector systems.

JOB SUMMARY

Evaluates programs to include the analysis assessment design and improvement of computer-based and non-computer-based systems that effectively support agencys functions.

MINIMUM QUALIFICATIONS

Bachelors degree from an accredited college or university in Public Administration Business Administration Statistics Social Sciences or other closely related field plus four (4) years of related experience; OR an equivalent combination of related education and experience.

Due to the nature of this position the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.

ESSENTIAL FUNCTIONS

  • Develops and monitors agency-wide program plans. Identifies existing gaps in data collection performance management and technology needs solutions to gaps analysis of options consistency with other systems and cost effectiveness.
  • Researches and identifies solutions and processes that meet business needs while providing efficient and effective services. Ensures the agency is in compliance with state and federal policies.
  • Consults with agency administration County Information Technology Services (IT) and coordinates the implementation of projects.
  • Assists with agency program procedures as assigned by leadership.
  • Creates and refines performance goals and measurements for agency-level programs and ensures alignment with initiatives and outcomes. Communicates program performance and outcomes to a broad range of stakeholders.
  • Develops and prepares dashboards and reports to assist in the effective management of agency programs.
  • Conducts research and provides analysis of various programs within the agency.
  • Creates and implements tools such as informational and statistical reports graphs dashboards AI-powered visualizations images and tables to simplify communication of complex data to a broad range of stakeholders.
  • Assists with information requests from County officials media and state/federal agencies.
  • Works with agency leadership and other stakeholders to identify and make recommendations of unmet service needs.
  • Reviews and updates projections of population characteristics geographic distribution unmet service needs and other pertinent data.
  • Works as an organizational change agent by continually seeking and coordinating implementation of best practices throughout the agency.
  • Coordinates with agency-level data managers to advance and support Countywide data initiatives.
  • May supervise staff.
