The Finance Specialist is responsible for performing all assigned financial functions required in support of the Housing Choice Voucher (HCV) program and general accounting responsibilities. Provides excellent service to programs internal and external customers.

DUTIES AND RESPONSIBILITIES
- Performs all work activities in support of SEMAP contractual standards and other applicable financial performance measures.
- Prepares and processes data files required to generate Housing Assistance Payments (HAP); obtains required approvals prior to releasing payments.
- Reviews verifies and analyzes financial documents related to disbursements to ensure accuracy compliance and proper authorization before payment.
- Processes monthly and supplemental HAP and UAP check runs; submits positive pay files to the bank and resolves related exceptions.
- Performs payment reconciliations and reviews payment registers to ensure funds are accurately recorded and discrepancies are timely resolved.
- Acts as a point of contact for landlords tenants HUD FMC and other stakeholders regarding payment issuance discrepancies and billing matters.
- Manages accounts payable functions including vendor payments landlord payments direct deposit setup and monitoring payment schedules.
- Oversees accounts receivable and collections activities including monitoring outstanding balances resolving unpaid or disputed amounts and tracking followup efforts.
- Develops maintains and monitors accounts receivable aging reports trend analyses and related financial schedules.
- Reviews and monitors portability billings fees and related receivables; follows up on unpaid balances to ensure timely collection.
- Coordinates the recovery of overpayments and other receivables in accordance with program and regulatory requirements.
- Monitors program cash flow and funding availability to ensure timely payment of obligations and accurate tracking of receivables.
- Verifies landlord and owner payment data to prevent duplicate payments and ensure accuracy of ownership and banking information.
- Processes vendor 1099s and ensures compliance with IRS reporting and backup withholding requirements.
- Reviews reconciles and records financial transactions and journal entries to ensure integrity of accounts payable and accounts receivable records within the system of record and general ledger.
- Assists with internal reviews operational audits and financial audits related to AP and AR activity.
- Supports monthend and yearend close activities including reconciliations reporting and documentation for AP and AR accounts.
- Prepares required financial accounting and compliance reports related to payments receivables and collections including HUD reporting as applicable.
- Performs other related duties as assigned.
- Associates degree in Accounting Finance Business Administration or a related field; or an equivalent combination of education and relevant experience.
- Two (2) or more years of experience in accounts payable accounts receivable billing and/or collections functions.
- Working knowledge of general accounting principles including AP/AR processing reconciliations internal controls and financial recordkeeping.
- Experience processing payments reconciling accounts and resolving discrepancies accurately and timely.
- Experience monitoring accounts receivable aging and supporting followup or collection efforts on outstanding balances.
- Proficiency with accounting or financial systems and databases and the ability to analyze and interpret financial data.
- Intermediate proficiency in Microsoft Excel and other standard office applications used for tracking reconciliation and reporting.
- Strong attention to detail with the ability to manage multiple priorities and meet deadlines in a regulated environment.
- Effective written and verbal communication skills with the ability to work professionally with landlords tenants vendors financial institutions and agency staff.
- Ability to handle sensitive financial and personal information with discretion and confidentiality.
- Experience working in a public sector housing authority or HUD/HCV environment is helpful but not required.
