The U.S. governments (USG) Global Health Security (GHS) program provides life-saving assistance to prevent detect and respond to infectious disease threats which pose risks for public health outbreaks that could cost lives. As part of the USGs GHS program the STRengthening Infectious disease DEtection Systems (STRIDES) Activity advances cross-sectoral efforts to successfully identify manage and respond to infectious disease threats; detect and prevent further outbreaks; and instill confidence and trust in a countrys disease detection and surveillance structures and services.

Job Summary:

The MEL ICT4D Officer will be responsible for strengthening Monitoring Evaluation and Learning (MEL) systems and digital data solutions for the STRIDES Project in Indonesia. The role will focus on improving the quality availability and use of surveillance and program data for decision-making performance management and disease prevention and response. Working closely with government counterparts implementing partners and project teams the MEL ICT4D Officer will support digital surveillance tools ensure interoperability with national systems and translate data and evidence into actionable insights for public health and health security.

Accountabilities:

  • Support the design rollout and refinement of digital tools and systems for infectious disease data collection surveillance strengthening performance monitoring and reporting.
  • Strengthen MEL and surveillance data systems to ensure data quality timeliness completeness and integrity across national and sub-national levels.
  • Support the use of digital surveillance laboratory and reporting tools for detection of events of public health significance and emerging threats.
  • Coordinate closely with government counterparts (health laboratory and surveillance units) to ensure interoperability alignment with national data systems and long-term sustainability of digital solutions.
  • Strengthen the use of surveillance and program data for decision-making by developing dashboards data visualizations and analytical products for project teams and government stakeholders.
  • Translate surveillance data MEL findings and outbreak information into clear actionable insights to inform preparedness response and adaptive management.
  • Provide training mentoring and ongoing technical support to government staff implementing partners and project teams on digital MEL surveillance tools and data use.
  • Provide targeted digital MEL and surveillance support during outbreaks including rapid data systems support visualization and reporting as needed.
  • Support documentation learning and knowledge sharing related to digital surveillance and MEL innovations under STRIDES.
  • Work closely with STRIDES technical MEL and ICT4D teams to ensure alignment between surveillance objectives MEL frameworks and digital solutions.

Educations and Requirements:

  • Bachelors degree in Computer Science Information Technology Data Science Public Health Epidemiology Monitoring and Evaluation or a related field. A Masters degree is an advantage.
  • At least 4 years of professional experience in ICT4D digital surveillance systems digital MEL or public health data systems.
  • Demonstrated experience supporting digital systems for infectious disease surveillance data collection performance monitoring and reporting.
  • Experience working with or supporting government information systems including interoperability data governance and sustainability.
  • Strong skills in data analysis and data visualization (e.g. Power BI Tableau DHIS2 dashboards or similar platforms).
  • Experience providing training and hands-on technical assistance to government and partner staff on digital tools and data use.
  • Familiarity with digital surveillance and data platforms (e.g. DHIS2 IDSR systems ODK KoboToolbox laboratory information systems) is an advantage.
  • Strong communication coordination and stakeholder engagement skills.
  • Experience working with international NGOs or donor-funded public health or health security projects in Indonesia is preferred.
  • Ability to travel domestically up to 25%
