BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

This role is found in Headquarters (HQ) in the Programme Division (PRG) and reports to the Head of the IDM Norms & Standards Unit.

WFP is a leader within the UN community in engaging with and managing relationships with recipients of humanitarian assistance and their communities. Peoples data is critical information that allows us to serve those most in need whilst protecting the very people we seek to help. Assisting people in over 80 countries multiple Headquarter (HQ) divisions directly contribute to the work of our Country Offices (CYs) in engaging with peoples data throughout the programme delivery lifecycle - from identification and registration to the provisioning of assistance and graduation from it.

Under the sponsorship of the Assistant Executive Director (AED) Programme Operations (PO) and the leadership of the Director PRG an overarching approach to Identity Management (IDM) is being formed that aims to develop cross-cutting standards for managing the data of the people we serve and takes into account the lessons learned from ten years of operating cash-based transfers at scale and accompanying corporate efforts to define and standardise business processes and drive digitisation and digitalisation. While this effort is being led by the PRG division IDM is by its very nature cross-cutting and requires close coordination within PO with key stakeholders at HQ including the Global Privacy Office (GPO) and the technology division (TEC) and with Country Offices.

JOB PURPOSE:

Support the development of corporate standards norms policy and strategies for identity management and provide guidance to Country Offices on their application. Enable the development and application of a coherent approach to identity management across all relevant programmatic activities. Provide secretariat support to the Identity Management Steering Committee preparing the forward agenda material for the meetings and managing the body of work required to deliver on the guidance provided during meetings.

ACCOUNTABILITIES/RESPONSIBILITIES:

1. Coordinate and facilitate the development of corporate norms standards and principles (normative framework) on subjects relevant to identity management in a way that helps address pressing field concerns with a particular focus on sharing of personal data with different stakeholders.

2. Support field implementation of the identity management normative framework and provide feedback to ensure it is adapted and adjusted over time at the corporate level to remain relevant and helpful.
3. Assist policy coherence efforts on IDM-related matters to ensure the normative framework faced by Country Offices on IDM is lean straightforward and aligned with the relevant objectives and results.
4. Engage with organisational efforts to define and apply the normative framework on privacy and data protection in a way that makes expectations clear implementable and context-sensitive at the field level.
5. Support relevant HQ units in ensuring that corporate and corporately endorsed digital solutions are compliant with the corporate framework on identity management and privacy and data protection.
6. Manage the forward agenda of the Steering Committee engaging the Steering Committee members and their teams to frame items for the Steering Committees consideration that reflect members interests and contribute to tangible progress on IDM issues of concern to the field.
7. Manage the rolling workplan for the actions following Committee sessions to reflect the
Committees feedback and assist the AED PO in implementing decisions and driving change.
8. Conduct insights and intelligence gathering across PO and CO stakeholders to shape the content of the forward agenda and presentation content.
9. Coordinate the production of content or as needed develop the content for the IDM Steering Committee.
10. Produce NfRs of all Steering Committee sessions.
11. Produce content for reports and presentations to internal and external stakeholders e.g. oversight bodies governance bodies donors etc.


QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Graduate or post-graduate qualifications in international relations political/economic science business administration or their equivalent

Experience: Minimum of eight years of relevant professional experience preferably within WFP and within operations.
Knowledge & Skills: Working knowledge of WFPs approach to data protection inter-agency data sharing digitalisation and digital services to governments. Extensive experience working with digital systems that handle personal information of WFPs beneficiaries.
Languages: Fluency (level C) in English language.
