Computing Business Administrative Manager

Job Summary
Were looking for a Business Administrative Manager to oversee day-to-day business and personnel operations in the Computing Principal Directorate. You will be a key member of the Computing management team serving as the primary point of contact for directorate administrative operations. You will provide leadership oversight and management to a workforce of approximately 35 administrative staff. You will participate in all aspects of business and workforce planning operational issues and strategic planning activities and will interact with high-level staff within the Computing Directorate the Laboratory and with external contacts. You will implement established workforce processes such as performance management and compensation and provide guidance and recommendations in support of a broad range of human resources functions. This position will report to the Administration Division Leader and be matrixed to the Principal Deputy Associate Director for Computing.
This position may offer a hybrid schedule which includes the flexibility to work from home one or moredays per week after a probationary period. The specifics of the hybrid schedule including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.
You will
- Manage Computings business and administrative operations and personnel management functions to annual and near-term directorate goals through interactions with directorate leadership and internal service partners and limited external coordination as needed.
- Interpret and administer existing administrative and operational and institutional policies and procedures; assess administrative needs and recommend and implement procedures methods and practices that support the organization.
- Serve as a member of the Computing Principal Directorate team and participate in business processes workforce planning and operational activities including supporting assigned Computing objectives and key results (OKRs) through coordination tracking and reporting.
- Manage administrative staff including oversight of recruiting hiring training performance appraisals ratings salary and implementation and maintenance of office technology systems and procedures.
- Manage and administer Computings performance management alignment and salary activities by applying established Laboratory and directorate processes.
- Coordinate and administer a workforce development portfolio for Computing in alignment with established programs and directorate priorities. This includes coordinating technical and professional training and Computing-wide seminars that provide introductory overviews of Computing capabilities Laboratory programs and technical topics of broad interest. Coordinate a Leadership Training Day for approximately 130 Computing leaders including logistics scheduling and communications. Collaborate with external partners to deliver approved content.
- Interpret Human Resources requirements/guidance and determine course of action to obtain optimal results. Investigate and recommend appropriate courses of action to managers and supervisors on administrative and personnel matters.
- Establish administrative budget; forecast staffing levels to ensure appropriate support for mission activities. Directly responsible for managing and executing work across multiple indirect funded budgets.
- Serve as the Administration Directorates Division Section Leader for Computing and participate on directorate and Laboratory business and administrative committees as assigned; provide input and recommendations on administrative and operational procedures; assess administrative needs and develop and implement procedures that support the directorate organization.
- Administer a variety of internal committees and/or meetings to ensure timely information dissemination on personnel-related policies and issues within the organization.
- Perform other duties as assigned.
Qualifications :
- This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.
- Bachelors degree in business administration management or related field or equivalent combination of extensive experience and education in a related business operational and/or organizational area.
- Extensive supervisory and organizational leadership experience with demonstrated ability to build and lead multidisciplinary teams managing multiple concurrent projects of varying complexity while fostering a strong workplace safety culture.
- Expert interpersonal verbal and written communication skills with demonstrated ability to explain negotiate persuade and lead staff and management through conflict resolution to achieve effective outcomes on complex personnel and business operations actions.
- Highly advanced problem-solving analytical communication organizational and managerial skills with the ability to independently interpret issues recommend appropriate actions and implement approved solutions in a complex organizational environment.
- Significant experience developing solutions building cooperative multi-disciplinary teams and working effectively with management staff and customers across organizations.
- Significant experience interpreting and applying a wide variety of personnel policies and procedures with broad knowledge of recruiting hiring performance management and staff relations practices and an understanding of HR compliance requirements.
- Strong administrative and organizational skills including flexibility and experience independently coordinating and prioritizing multiple complex work assignments often with conflicting deadlines frequent interruptions and changing priorities.
- Significant experience working effectively on a variety of institutional and/ or organizational projects and resolving organizational issues.
Pay Range: $164 760 - $206232 annually
This is the lowest to highest salary range in good faith we would pay for this role at the time of this posting. An employees position within the salary range will be based on several factors including but not limited to specific competencies relevant education qualifications certifications experience skills seniority geographic location performance and business or organizational needs.
