Job Summary
The Center for Health Equity & Community Wellness (CHECW) seeks to eliminate inequities resulting in premature mortality. With an unwavering grounding in history and structural analysis CHECW works to increase visibility of socially unjust policy while pushing towards redress for the most impacted NYC communities. CHECW addresses inequity across community and healthcare systems in partnership with community faith-based and health care organizations. CHECWs work focuses on social determinants of health including environmental and commercial determinants and addresses both upstream and downstream factors to improve health and well-being of New Yorkers. The Bureau of Equitable Health Systems is the healthcare systems bureau of DOHMH.
Our mission is to apply policy evidence and practical expertise to improve equity in health care delivery at the individual organizational and systems levels. We do this by engaging primary care providers and other healthcare organizations to implement evidence-based strategies; leveraging information to support planning and technical assistance for providers and payers; advancing policy to close the racial equity gap for priority health outcomes; and surfacing opportunities where health care can influence and connect consumers to social support and addressing the whole person beyond physical ailments. Located within the BEHS the Office of Healthcare Systems Strategy and Accountability (OHSSA) advances innovative initiatives to improve healthcare delivery financing and strategy in New York City.
The Bureau of Equitable Health Systems seeks to hire a Policy Manager who will support the development and oversee the implementation of various OHSSA policies.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
-Oversee the development design coordination and implementation of cutting-edge interdisciplinary policy projects across priority issue areas.
-Conduct legal and policy research translating findings into memos explainers reports and presentations for team members and agency leadership.
-Track relevant legislative and regulatory developments at the local state and federal levels.
-Engage key stakeholders including lawmakers regulators community-based organizations advocacy organizations and healthcare providers and payers to inform policy agendas and goals.
-Work in close collaboration with quantitative and qualitive researchers to coordinate research identifying opportunities to shape narratives and inform program and policy design. Collaborate across -the agency to disseminate research findings and advance policy goals.
-Draft regulatory comments public testimony and other external policy statements and presentations.
PREFERRED SKILLS:
-Advanced degree in public health public policy law economics health administration health care management business or similar.
-At least three years of relevant policy and/or research experience.
-Strong interpersonal and communication skills.
-Experience leading community and stakeholder engagement.
-Outstanding research analytical and writing skills with strong attention to detail.
-Experience working on interdisciplinary teams.
-Ability to lead strategic visioning and operationalize mission-driven goals.
-Ability to work independently and self-direct.
-Ability to synthesize and present information on complex programs policies and research.
-Ability to prioritize and meet deadlines across multiple projects in a fast-paced environment.
-Creativity humility and resourcefulness.
CITY RESEARCH SCIENTIST - 21744
Qualifications :
1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of full-time experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

Appointments to this position are subject to a minimum probationary period of one year.
