Assignment Type - This position is listed as Onsite; the resource is expected to work 7.25 hours per calendar day between the standard working hours of 8:00-5:00 PM (excluding lunch breaks) every Monday to Friday inclusive at the identified OPS office location.
MUST HAVES:
- 10 years of experience in the following:
- Designing large complex provincial level financial planning budgeting and business performance management system Framework Web Form MVC and using DevExpress component
- Designing business reporting using Crystal Reports SQL Server Reporting Services Power BI
- Designing solutions using Azure Power Platform: Power Apps Power Flow Power Automate Power BI
- UI/UX Design
Description
Responsibilities
- Develop the Software Modules required by MOH
- Identify the GAPs in the existing Fiscal IQ system and identify best entry points to create Modules for MOH
- Design and development
- Prepare the remediation plan to address the gaps
- R&D for solutions proposal to rewrite/migrate onto Azure Cloud
- Support the Fiscal IQ instances at GDC Data Centre
- Support the data migration requirements of the PBF project
- Maintenance support and provide operational Warranty
- Provide maintenance and support
- Provide documentation and knowledge transfer to OPS FTE.

- This position is listed as Onsite; the resource is expected to work 7.25 hours per calendar day between the standard working hours of 8:00-5:00 PM (excluding lunch breaks) every Monday to Friday inclusive at the identified OPS office location.
- Extension/Amendment Attestation:
- Extensions are permitted only to the extent of unused contract days and/or remaining contract funds. No additional funds will be added beyond the maximum contract value including any extension options set out in the original SOW.
Experience and Skill Set Requirements
Public Sector Experience - 5 points
- In-depth knowledge and experience with Public Sector Health related projects
- Knowledge and understanding of Ministry policy and IT project approval processes and requirements.
- Knowledge of Public Sector Enterprise Architecture artifacts (or similar) processes and practices and ability to produce technical documentation that comply with industry standard practices
Solution Design Experience - 30 points
- 10 years of experience in the following:
- Designing large complex provincial level financial planning budgeting and business performance management system Framework Web Form MVC and using DevExpress component
- Designing business reporting using Crystal Reports SQL Server Reporting Services Power BI
- Designing solutions using Azure Power Platform: Power Apps Power Flow Power Automate Power BI
- UI/UX Design
- Knowledge of WCAG 2.1 or AODA
- Creating system requirements and design specifications in tools such as Azure Boards Azure DevOps.
Hands On Software Development Experience - 40 points
- 10 years of experience in the following:
- Hands-on Web Form C# MVC development experience install and configure MS Framework SQL Server environments
- Hands-on experience with relational database design and development in MS SQL Server environment
- Developing RESTful web services JSON and XML
- Post-implementation support
- Developing user authentication using MS Active Directory online or within corporate domain
- Software solution development experience with Cloud Platform using PaaS such as Docker Kubernetes Azure Dynamics Cosmos DB
- Building enterprise level software automation process using CI/CD pipelines Tool Chains.
