Position Location: This is an in-person position in the College of Education USF Tampa Campus.

Organizational Summary

The Institute for School-Community Partnerships Integrated Services and Child Mental Health and Educational Policy (ISCP) which is part of the College of Education envisions that all schools in the state of Florida and nationally will have the capacity to provide a safe effective and efficient environment to continuously improve the academic social and emotional growth of all students and to actively engage families and communities in education. The ISCPs nearly $23 million budget is derived from grants from federal state and private sources. It is the mission of the ISCP to implement and evaluate research-based and innovative practices in school and community settings. This is accomplished through (a) training technical assistance and support to key partners; (b) community-engaged research and program evaluation to inform key partners decision making; (c) the development of research and evidence-based documents tools and resources to support implementation and evaluation activities; and (d) supporting the infrastructure and capacity of key partners to implement and evaluate federal and state educational policy.

Position Summary

The Business & Fiscal Operations Coordinator provides professional-level fiscal analytical and advisory support for the unit by independently managing and overseeing business operations interpreting university and sponsor financial policies analyzing transactional and budgetary data and advising leadership and stakeholders on fiscal decisions. The role ensures compliance financial stewardship and continuous improvement of business processes in support of unit and institutional objectives.



Responsibilities

Special Requirement: This is an in-person position in the College of Education USF Tampa Campus.

Fiscal Analysis & Advisory Support
Analyze financial and transactional data to identify trends variances risks and efficiencies; prepare interpretive summaries and recommendations that support informed decision-making by unit leadership.
Policy Interpretation & Independent Judgment
Independently interpret and apply university institute foundation and sponsor financial policies to non-routine or complex situations; provide guidance to staff to ensure compliant and consistent application.
Operational Oversight of Financial Processes
Coordinate and oversee end-to-end business operations related to travel procurement reimbursements accounts receivable expenditure transfers and related activities ensuring accuracy timeliness and adherence to internal controls.
Complex Transaction Review & Resolution
Identify potential issues in financial transactions review exception-based items and implement appropriate solutions.
Engage with the appropriate parties as necessary to facilitate timely resolution and maintain adherence to established procedures.

Develop analyze and maintain recurring and ad hoc reports related to transaction volumes spending patterns vendor activity and service metrics; communicate implications to stakeholders.
Stakeholder Engagement & Liaison Responsibilities
Serve as a primary fiscal point of contact for the unit addressing inquiries resolving escalated issues and supporting effective business operations.
Directly engage with unit staff and partners to ensure their business and financial needs are met providing guidance and support on processes such as travel purchasing and other operational activities.

  • Foster collaborative working relationships with relevant stakeholders to promote consistency transparency and efficient service delivery across unit operations.

Process Improvement & Risk Mitigation
Identify process inefficiencies or compliance risks; recommend and assist in implementing operational improvements that strengthen controls accuracy and customer experience.
Guidance & Knowledge Sharing
Provide instruction and ongoing guidance to staff regarding fiscal policies procedures and best practices; contribute to documentation and standard operating procedures.
Other Professional Duties
Support unit initiatives events and special projects from a fiscal planning and compliance perspective; perform other duties as assigned.

Qualifications

Note: This is an in-person position in the College of Education USF Tampa Campus.

Minimum Education & Experience

Bachelors degree in Finance Accounting Business Administration Economics or a related field and a minimum of two (2) years of professional experience in fiscal financial or business operations requiring analysis and independent judgment; OR
Masters degree in a related field may substitute for required experience.

Senate Bill 1310- The Florida Senate ( is conditional upon meeting all employment eligibility requirements in the U.S.
SB 1310: Substitution of Work Experience for Postsecondary Education Requirements
A public employer may include a postsecondary degree as a baseline requirement only as an alternative to the number of years of direct experience required not to exceed:
(a) Two years of direct experience for an associate degree;
(b) Four years of direct experience for a bachelors degree;
(c) Six years of direct experience for a masters degree;
(d) Seven years of direct experience for a professional degree; or
(e) Nine years of direct experience for a doctoral degree
Related work experience may not substitute for any required licensure certification or registration required for the position of employment as established by the public employer and indicated in the advertised description of the position of employment.
Minimum Qualifications that require a high school diploma are exempt from SB 1310.

Knowledge Skills & Abilities

Advanced knowledge of university or public-sector financial policies procedures and compliance standards.
Strong analytical skills with the ability to evaluate data and exercise independent judgment.
Ability to clearly communicate financial guidance and recommendations to non-financial stakeholders.
Proficiency with ERP systems and financial reporting tools; advanced Excel skills.
Strong organizational skills and ability to manage multiple priorities and deadlines.
High level of professionalism discretion and integrity in handling sensitive fiscal information.
