DEFINITION

Leads the Student Information Systems (SIS) office and oversees automated systems coordinating all SIS operations. Responsibilities include managing core SIS functions; installing and maintaining hardware and software applications; administering and monitoring database management systems; developing and documenting data collection and entry procedures; overseeing data administration and analysis; conducting systems and process analysis; providing user training and report development; managing systems security; and designing implementing and maintaining system interfaces between the SIS and other databases. This role also ensures SIS initiatives align with the Information Technology strategic plan user needs and district addition the Senior Coordinator Student Information Systems contributes to the divisions strategic plan prepares and manages the department budget and performs other related duties as assigned.

SUPERVISION

Work is performed under the general supervision of the Senior Director Information Technology in accordance with established policies and procedures. The position requires substantial initiative and independent judgment in planning prioritizing and carrying out assignments. The incumbent provides direct supervision to the Information Systems Specialists at multiple levels including entry level Information System Specialists I and II staff who serve as trainers and functional system specialists; Systems Analyst Coordinator level SIS administrators responsible for analysis and leadership in functional areas including database administration; and a Senior Systems Analyst Coordinator SIS administrator who also serves as backup to the Senior Coordinator.

DISTINGUISHING CHARACTERISTICS

The position serves as the senior leader responsible for the overall administration performance and strategic direction of the Student Information Systems office and its related technologies. Unlike technical or analyst-level roles which focus on specialized functions such as programming database administration systems analysis or user support this role has comprehensive oversight of all SIS operations staff and system integrations.

The position is distinguished by its combination of operational leadership strategic planning and supervisory responsibility. It directs and evaluates multi-level professional staff establishes procedures and standards for data governance and system use and ensures that SIS initiatives align with division priorities. The role exercise broad independent judgement in decision making resource allocation systems implementation and process improvement.

ESSENTIAL FUNCTIONS OF THE CLASS (May not include all duties performed by each position in the class)

Plans manages and directs the activities and human physical and fiscal resources of the Student Information Systems section.

Manages the installation of supervises the maintenance of and monitors the daily operation of all SIS application systems DBMS products and programs.

Assigns SIS projects to information systems staff monitors progress and reports on project progress to the Information Systems Senior Director.

Manages and coordinates all major SIS operational functions such as but not limited to student enrollment student grade reporting student attendance reporting student scheduling student discipline special education and annual student record rollover.

Manages SIS database administration including data planning analysis modeling documentation and the mapping of data to comply with federal state and local reporting requirements and strategic plans.

Manages and coordinates the development and operation of interfacing systems and programs to and from the SIS application systems and databases.

Confers with NPS administration to determine information needs; determines potential sources of information; supervises the collection of data into or extraction of data from SIS databases; supervises the design of forms reports and related items for information presentation.

Participates in software product selection for the user community proposes budgets for annual and multi-year projects and manages and participates in the preparation of bid requests for software acquisitions and external resources.

Provides technical direction to information systems staff; resolves technical problems and authorizes changes.

Performs information systems staff personnel performance reviews and coordinates section professional development activities.

Performs other duties as assigned.

REQUIRED KNOWLEDGE SKILLS AND ABILITIES

Comprehensive knowledge of and extensive work experience in database systems system development systems analysis and programming systems and application software operations and software maintenance.

Thorough knowledge of the general organization and functions of a large public school system.

Ability to plan organize and direct the work of subordinate supervisors and information systems professionals.

Ability to lead project teams and to coordinate large-scale long-term projects and processes.

Ability to analyze troubleshoot and improve complex automated systems and processes.

Skill in writing documenting debugging and testing application programs in an accurate efficient and timely manner.

Thorough knowledge of SQL; Data Manipulation Language (DML) and Data Definition Language (DDL).

Ability to use SQL database queries and reporting tools to produce information presentations and reports.

Ability to provide technical guidance to information systems staff and to evaluate their work.

Thorough knowledge of information systems database applications and how they apply to statistical analysis.

Thorough knowledge of computer design hardware capabilities operating systems and software.

Ability to design develop coordinate and present large-scale informational and training presentations.

Ability to communicate complex technical information effectively to school officials both orally and in writing.

Ability to read and interpret highly technical manuals covering computer hardware and software and to interpret technical

instructions into common language for users.

Ability to write clear coherent and substantive reports including conclusions and recommendations in accessible terms.

Ability to listen effectively and to accurately determine the needs of information requestors.

MINIMUM EDUCATION EXPERIENCE AND TRAINING REQUIREMENTS

Bachelors degree in computer science management information systems software engineering or a closely related field required; graduate-level coursework preferred. Extensive experience as a computer systems analyst with responsibility for major enterprise applications is required including prior experience leading large-scale projects and overseeing the implementation and support of complex application systems. Experience with applications used in public school systems is strongly preferred. An equivalent combination of education and experience that provides the required knowledge skills and abilities may be considered.

This work involves physical effort encountered in everyday activities including sitting walking standing bending and reaching. It may also require carrying a laptop computer and working in small tight areas.

Work involves exposure to normal everyday risks. Work requires sustained use of desktop/laptop computers.

UNUSUAL DEMANDS

The work may entail overtime and after-hours on-call response. Furthermore this work is subject to changing requirements priorities and interruptions. Resilience under pressure is essential.
