Job Summary

I. Job Summary

Performs highly advanced administrative and supervisory program work. Work involves establishing program goals and objectives; developing program guidelines policies and procedures; developing schedules priorities and standards for achieving program goals; evaluating program activities; developing and evaluating budget requests; coordinating program activities; and supervising the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

II. Essential Functions

A. Oversees and participates in the initiation planning organization and coordination of administrative operations of the Vendor Management and Compliance department; oversees the development reviews implementation and communication of administrative program procedures policies rules and regulations; and monitors compliance with policies and procedures.

B. Provides liaison with the department agency employees local state and federal agencies and community organizations; consults with public and private agencies and field offices involved in agency programs to resolve problems; and communicates agency objectives tasks and decisions to staff on behalf of the director.

C. Establishes program goals and objectives; develops and implements techniques for evaluating program operations; and oversees the review and evaluation of administrative practices and programs.

D. Oversees the preparation of program correspondence reports and studies; and oversees and provides technical assistance and direction on administrative matters to agency executives management and other staff.

E. Plans assigns and supervises the work of others.

III. Minimum Qualifications

A. Education Experience and Training

1. Bachelors degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Business Administration Supply Chain Management Finance Management Information Systems or a related field preferred. Each year of experience as described below in excess of the required seven years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.

2. Seven years full-time wage-earning vendor management procurement management contract management program administration information technology or public administration experience.

3. Experience in the supervision of employees preferred.

4. Experience in the use of Microsoft Office Suite or equivalent to include word processing spreadsheet database or presentation software programs preferred.

5. Governmental program experience preferred.

6. Must have or be able to obtain a Certified Texas Contract Manager (CTCM) certification within twelve months from the date of employment.

Must maintain valid license(s) and Certified Texas Contract Manager (CTCM) certification for continued employment in position.

B. Knowledge and Skills

1. Knowledge of the principles and practices of public administration and management.

2. Knowledge of applicable state and federal laws rules regulations and statutes.

3. Knowledge of current vendor management practices and procedures.

4. Knowledge of agency and departmental organizational structure policies procedures rules and regulations preferred.

5. Skill to communicate ideas and instructions clearly and concisely.

6. Skill to coordinate with other staff departments officials agencies organizations and the public.

7. Skill to direct and organize program activities.

8. Skill to establish program goals and objectives that support the strategic plan.

9. Skill to direct the development and evaluation of agency policies and procedures.

10. Skill in administrative problem-solving techniques.

11. Skill to interpret and apply rules regulations policies and procedures.

12. Skill to review technical data and prepare technical reports.

13. Skill to evaluate new technical development.

14. Skill to project evaluate and monitor program budgets.

15. Skill in public address.

16. Skill to supervise the work of others.

IV. Additional Requirements with or without Reasonable Accommodation
