Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. In-Office Requirement This role is an in-office position (5 days per week) based at our 20 Bay Street location. Our team is highly collaborative and much of our work benefits from in person co creation relationship building and hands on partnership with leaders across the organization. We offer flexibility in start and end times while maintaining core business hours for shared availability across the team.
Our Transit Procurement is seeking a Senior Manager Transit Procurement Initiative for a 14-month contract role who will oversee a team of project management engineering and administrative staff who will provide strategic transit expertise and procurement leadership for transit agencies of all sizes across Ontario. You will provide direction and oversight on project governance including managing Steering Committees and play a key role in negotiating finalizing and amending complex transit procurement contracts.
What will I be doing
- Lead development of TPI procurement plans including KPIs market analysis and tailored outreach strategies.
- Provide financial stewardship by overseeing highrisk/highvalue contracts ensuring accountability and monitoring budget and performance outcomes.
- Strengthen people leadership through workforce planning team coaching performance management and effective resource allocation.
- Drive innovation and continuous improvement by standardizing procurement specifications and identifying riskmitigation opportunities.
- Lead external consultations engagement and communications with senior municipal leaders to advance municipal branding corporate objectives and regional coordination.
- Build strong trustbased relationships with vendors and municipal executives to drive project outcomes manage conflict and represent shared stakeholder needs effectively.
- Develop and deliver presentations and engagement materials for diverse internal and external audiences to build awareness and secure buyin for TPI program objectives.
- Establish deep knowledge of municipal transit operations including business processes assets facilities regulatory requirements and key interdependencies.
- Collaborate closely with project vendors to set performance expectations monitor delivery quality and maintain structured feedback channels.
- Identify operational improvement opportunities and introduce leading practices by developing standardized project requirements.
- Oversee the adaptation of industry best practices to support municipal priorities and strategic objectives.
- Contribute to strategic visioning and align teams and projects with program goals.
- Identify technical and operational risks and develop mitigation strategies.
- Lead the development of contractor/supplier performance metrics and approve corrective action plans.
- Directly supervises up to four team members within a functional unit.
What Skills and Qualifications Do I Need
- Degree in Engineering Business Public Administration or a related field; an equivalent combination of education training and experience may be considered.
- Demonstrated years of progressive leadership experience ideally within the public sector and/or transit service environments.
- knowledge of procurement practices contracting supplier performance management and risk mitigation.
- Proven ability to lead teams influence senior stakeholders and manage complex multidisciplinary projects.
- Excellent communication analytical and relationshipbuilding skills with experience engaging government or municipal partners.
- Demonstrated ability to inspire develop and motivate teams set clear expectations and drive high performance across direct reports and crossfunctional groups.
