Description of Work

The Area 7 Coordinator position will serve as a liaison and representative between the NC Division of EmergencyManagement (NCEM) and NCEM Area 7 consisting of Edgecombe Harnett Johnston Nash Wake and Wilson counties.

This position will evaluate local government Emergency Management programs identifying weaknesses related to disaster mitigation preparedness response and recovery. The selected candidate will assist local governments in the development of capabilities to address and strengthen identified areas of weakness. The Area 7 Coordinator will serve in a primary response capacity for the Division including responding routinely to emergencies and disaster situations in the assigned area or statewide.

The Area 7 Coordinator position is home-based with limited supervisory oversight from the Central Branch Manager. This position is subject to be dispatched to serve as a responder to an affected county anywhere in the state or be sent on a response mission to another state through the Emergency Management Assistance Compact. The Area 7 Coordinator is subject to be on-call for emergency / disaster response on a 24-hour / day basis and serve as on-call duty officer for the Central Branch Office for a one-week period on a rotating schedule.

NOTE: While the Central Branch Office is in Burlington NC the Area 7 Coordinator must live in-state in the assigned area of Edgecombe Harnett Johnston Nash Wake or WIlson counties or currently live in-State within 25 miles of the assigned area or be able to relocate within 180 days of hire.

Knowledge Skills and Abilities/Management Preferences

This is an anticipated vacancy. The position is expected to be available May 2026.

The Area 7 Coordinator position is located at NCEMs Central Branch Office which is 780 Plantation Drive Burlington NC 27215.

DPS uses the Merit-Based Recruitment and Selection Plan to fill positions subject to the State Human Resources Act with the most qualified individuals.

The Minimum Education and Experience (E&E) is REQUIRED to qualify for this position. Management Preferences including Knowledge Skills and Abilities (KSAs) are not required but may be used to determine the pool of most qualified applicants. Managers may also choose to interview/select applicants who demonstrate Management Preferences.

Management Preferences:

Experience in the preparedness response recovery and/or mitigation phases of emergency management during disasters and/or emergencies.

Working knowledge of emergency management laws and policies at the local state and/or Federal level.

Hazardous Materials and search and rescue incident response experience.

Experience using common emergency management applications such as: WebEOC NC Terms or ESRI AGOL Tools.

ICSand 400 level certifications and Hazards Incident Management Team (AHIMT) training and/or certifications and credentials.
