POSITION SUMMARY
The Assistant Superintendent of Human Resources serves as a key member of the Superintendents Executive Cabinet and provides visionary leadership in all aspects of human resources. This role is responsible for developing and sustaining a highly effective workforce that supports teaching and learning across the district.
This position requires a leader who understands the critical connection between human capital and student outcomes and who is skilled in leading systems that support both certificated and classified staff. The Assistant Superintendent must demonstrate deep knowledge of educational leadership teaching and learning personnel management and labor relations.
The Assistant Superintendent works collaboratively with the Superintendent and Executive Cabinet to support district-wide decision-making and strategic priorities and provides updates and recommendations to the Board of Education under the guidance of the Superintendent.
QUALIFICATIONS
- Masters degree or equivalent combination of education experience and training in education or a related field; doctorate preferred
- Valid California Administrative Services Credential
- Successful administrative leadership experience in a school district
- Successful experience as a classroom teacher site administrator or other relevant school district leadership role
- Knowledge of California laws regulations and procedures governing public education
- Demonstrated expertise in personnel laws regulations and best practices
- Strong leadership background in mentoring and developing administrators and staff
- Experience in personnel management and employer-employee relations
- Understanding of school district budgets and the impact of personnel costs
- Demonstrated expertise in collective bargaining and negotiations
Bilingual proficiency desirable

The Assistant Superintendent of Human Resources is expected to:
FUNCTION
Directs administers and supervises all personnel functions of the district and delegates responsibilities as appropriate to ensure effective efficient and compliant operations.
PERFORMANCE RESPONSIBILITIES
- Ensures compliance with all applicable laws codes regulations Board policies and collective bargaining agreements
- Promotes equity fairness and respect across all employee groups

- Aligns human resources with district goals to support student achievement
- Builds strong collaborative relationships with a diverse range of stakeholders
- Serves as a key member of the Superintendents Executive Cabinet and participates in strategic decision-making
- Maintains consistent communication with the Superintendent regarding personnel and organizational matters
- Provides timely and relevant updates to the Board of Education under the Superintendents guidance
- Directs recruitment selection assignment evaluation and retention of certificated and classified personnel
- Leads collective bargaining and represents the district in employer-employee relations
- Investigates and resolves complaints related to discrimination compliance and personnel matters
- Oversees discipline processes and ensures fair and consistent application of policies
- Supervises credentialing processes and supports teacher induction and professional growth
- Develops and recommends salary schedules and ensures proper implementation
- Administers employee transactions including transfers leaves promotions and separations
- Develops implements and enforces personnel policies aligned with Board direction
- Engages in community events and represents the district in professional settings
- Resolves employee grievances in a fair timely and transparent manner
- Provides professional development for administrators and leadership staff
- Collaborates with Business Services on staffing projections and budget alignment
- Ensures appropriate staffing levels based on enrollment demographics and fiscal constraints
- Develops recommendations for employment actions including hiring discipline and layoffs
- Works closely with the Superintendent on negotiations staffing and executive-level personnel decisions
Performs additional duties as assigned by the Superintendent
TERMS OF EMPLOYMENT
Salary and work year to be according to contract approved by the Board of Education
EVALUATION
Performance will be evaluated in accordance with the Districts Improvement of Professional Services handbook Board Policies and Procedures and applicable collective bargaining agreements

CONDITIONS OF EMPLOYMENT:
Some positions may require proof of privately owned automobile insurance and the possession of a valid California Motor Vehicle operators license. Fingerprint clearance by the Federal Bureau of Investigation and the California Department of Justice is a condition of appointment after all other required job conditions have been met. Must present verification of completion of Child Abuse Mandated Reporter training or obtain verification within six (6) weeks of hire and annually thereafter as required by the California Child Abuse Neglect Reporting Act.
