Job Summary

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $115000.00-$125000.00.

The Administration for Childrens Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child juvenile justice ACS oversees detention placement and programs for youth in the community.

The Childrens Center is a 24-hour shift-based operation providing services for New York Citys highly vulnerable population of abused and/or neglected children who have been removed from their parents/caregivers. On average the Childrens Center serves approximately 2500 unique children entering or re-entering the foster care system as they await transition to return home stay with kin or placement in longer-term foster care settings. To achieve positive outcomes in the health safety and wellbeing of children the Nicholas Scoppetta Childrens Center (Childrens Center) is seeking a Director of Quality Assurance to develop and implement performance measurement and auditing tools to proactively identify trends and gaps in the quality of care provided to children temporarily residing at the Childrens Center. Reporting to the Associate Commissioner of the Childrens Center the Director of Quality Assurance will be responsible for the following duties:

NSCCs Quality Assurance unit will support the implementation of the standards and performance tools to assist the Childrens Center in achieving quality outcomes for children. A robust quality assurance program at the Childrens Center will allow for routine self-assessments of the operations at the Childrens Center to enhance best practices support in the development of policies and procedures and contribute to a safe environment to meet the needs of children. Programs with systems in place to ensure compliance with federal state local regulatory agencies will reduce the risk of harm neglect and abuse to NYCs most vulnerable population and serves to mitigate legal liability to the City of New York.

Key responsibilities will include but are not limited to:

- Develop performance measurement tools to evaluate critical standards of care at the Childrens Center such as use of physical restraint fights contraband length of stay case planning etc.

- Develop auditing tools and key performance indicators (KPI) to conduct routine internal audits of the various units within the Childrens Center to ensure accuracy of data entry in internal databases Connections and other relevant databases.

- Oversee the implementation of the positive behavioral incentive program working in collaboration with all units at the Childrens Center.

- Develop and support a mechanism for data collection and report production at weekly monthly quarterly and annual intervals to internal and external stakeholders of the Childrens Centers Operations seeking to identify performance trends gaps and create improvement strategies.

- Supervise and provide guidance to the Incident Review Coordinator Training Coordinator Youth Outreach Coordinators Quality Assurance Coordinator and others as needed.

- Liaise effectively with Office of Child and Family Services the Justice Center and other internal or external stakeholders on Performance Improvement Plans and Corrective Action Plans.

- Liaise effectively with ACS Division of Policy and Performance Management ACS Internal Monitors and OCFS to support the development of policies and procedures for the Childrens Center.

- Create tracking mechanisms to audit internal logs critical incidents employee performance etc.

- Produce written findings of data reviews and system improvement recommendations to senior leadership at the Childrens Center and external to ACS.

- Create support and monitor internal improvement plans in keeping with vision and mission of the Childrens Center Cabinet.

- Maintain performance logs for all program areas.

- Facilitate quarterly (or as needed) performance meetings with internal and external stakeholders.

- Represent the unit and Division at critical agency wide performance meetings.

- Support to oversight of provider agencies oversight quarterly site reviews.

Qualifications :

1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional social services or related experience in organizations dealing directly with children and/or adolescents; such as (but not limited to) child welfare agencies Day-Care educational institutions mental health groups pediatrics juvenile justice. At least eighteen months of the required experience must be in a supervisor administrative managerial or executive capacity.

2. Education and/or experience equivalent to 1 above. However all candidates must have at least eighteen months of experience in a supervisory administrative managerial or executive capacity. A Masters degree in Social Work may be substituted for one year of the required general experience.
