The Director performs a variety of supervisory and administrative tasks in monitoring and assisting the programs for Bilingual/English Language Learners and World Language students. Primary responsibility is to monitor the overall effectiveness of the English as a New Language program and to ensure that all state and federal guidelines are implemented according to regulations outlinedby New York State Education Department Office of Bilingual Education and World Languages (OBEWL) Commissioner Regulations Part 154(CR Part 154.2 & 3).
- Coordinate and Oversee program which serves students and their families whose native language is not English.
- Provide direction consultation and supervision to the teachers of the Bilingual/ENL and World Language programs.
- Attend bi-weekly Superintendents Joint Cabinet meetings.
- Consult with the central office directors/staff and school building staff to ensure that federal state and local policies and procedures are always followed.
- Progress monitor systems and structures of the department for the efficient operation of the Bilingual/ENL and World Language program.
- Support Superintendent by participating as Bilingual/ENL & World Language specialist on all District Led School Quality Reviews DTSDE.
- Collaborate with other members of district team in providing input to complete the yearly District Comprehensive Improvement Plan.
- Support and work closely with the Director of Technology by attending all CIO meetings collaborating with NYSED reporting and ensuring all ENL data as it appears on student information systems (Infinite Campus Data Warehouse etc.) is accurate.
- Coordinate with school personnel students and parents to resolve issues/problems related to the individual rights of English Language Learners.
- Work in conjunction with the New York State Department of Education Office of Bilingual ENL and World Language Department to ensure that the MVCSD Bilingual/ENL program remains in compliance with all state and federal guidelines.
- Work closely with school building leaders to interview and recommend teachers as possible candidates for employment.
- Support school building leaders with ELL and World Language teacher evaluations when needed.
- Coordinate/conduct Professional Development as it pertains to the Bilingual/English as a New Language and World Language instructional best practices.
- Attend state regional and local meetings and conferences which apply to the areas of English as a New Language and World Languages.
- Work in conjunction with the Assistant Superintendent for Student Personnel Services to ensure all registration identification and programing of potential ELLs and ELLs with IEPs protocols are followed in accordance with CR 154.2 & .3.
- Collaborate with Bilingual/ENL and World Language teachers ensuring student lessons are scaffolded and differentiated according to the NYSED Bilingual Progressions and Next Generation Learning Standards.
- Support the Assistant Superintendent for Curriculum Instruction & Administration in updating Curriculum Maps in Rubicon Atlas that pertain to ENL scaffolds and World Language courses.
- Work in conjunction with the Budget Analyst to monitor Title III LEP & Immigrant budget and make amendments when necessary.
- Oversee the purchase of needed supplies textbooks and materials for the Bilingual/ENL & World Language programs.
- Keep staff informed and updated on new initiatives from the local state and federal levels concerning Bilingual/ENL and World Language programs.
- Coordinate with ENL Teachers and provide Interpreters for Bilingual parent meetings orientation student NYS assessments and other ENL community outreach parent events.
- Progress Monitor district database information for all current long term SIFE Migrant and exited ENL students ensuring all information is correct.
- Receive and identify newly enrolled immigrant families as newly arrived ELLs in accordance with CR 154.2 and supply them with all pertinent information for additional services i.e. partnering with McKinney Vento Liaisons Parent Resource Center etc.
- Authorize all test accommodation for ELLs and ELLs with IEPs are provided during ALL state assessments.
- Collaborate with Director of Special Education regarding all services concerning ELLs with IEPs.
- Assure that information pertaining to ENL students always remains secure and confidential.
- Coordinate with the Director of Assessment Mathematics and Science on ordering testing materials for NYSITELL NYSESLAT World Language Checkpoint A and Checkpoint B exams and ensuring these exams are administers accordingly.
- Review annual ENL enrollment immigrant count and program evaluation reports as requested by Superintendent of Schools and NYSED OBEWL.
- Annually update and complete the OBEWL Comprehensive ELL Educational Plan (CEEP) that is uploaded to the NYSED Business Portal.
- Coordinate with Principal/Assistant Principals in progress monitoring building level ENL protocols.
- Ensure that all eligible students are tested for ENL status in a timely manner as required by CR Part 154.2.
- Ensure that information is being delivered to parents in their native language such as department forms used in the district and school buildings.
- Work with guidance counselors on ELL scheduling issues and/or transcript concerns.
- Attend monthly principal school cluster teams and instructional staff meetings as directed by the Superintendent of Schools and Assistant Superintendent for Curriculum Instruction & Administration to ensure academic improvement of Bilingual/ENL students.
- Collaborate and meet regularly with Secondary School Seal of Biliteracy Committees that are attempting to receive the Seal of Biliteracy for potential World Language and ELL students.
- Send quarterly reports to NYS Mid-Hudson Migrant Educational Tutoring Services regarding the status of our migrant students.
- Serve in the CPSE transitioning CSE evaluation meetings as the ENL Director of newly arrived and rising Pre-K to Kindergarten students with IEPs to determine if ELL services are required.
- Maintain professional memberships to ACTFL TESOL NYSABE ASCD organizations.
- Assist the SPS registrars when needed in supporting monolingual and multilingual families in person via email phone etc.
- Support Assistant Superintendent for SPS as member of Transfer Committee Budget Committee/Staffing/Scheduling NYSED concerns etc.
