Job Summary

BryceTech is seeking a Senior Program Analyst. Work will be performed on a hybrid schedule in Alexandria VA or Edgewood MD. This position will be supporting a DoD client with a variety of needs including acquisition program management technology assessment demonstration support and testing and evaluation.

Performance Based Tasks Required:

  • The contractor shall clearly communicate orally and in writing to address a variety of audiences to include very senior officials within DoW and interagency partners.
  • The contractor shall use Microsoft Office suite of software; Outlook PowerPoint Excel Word and Project Management Software.
  • The contractor shall have advanced experience and knowledge of the current Adaptive Acquisition Framework software and hardware acquisition processes and policies outlined in the DoDI 5000.02 and relate them to product development production and sustainment.
  • The contractor shall be able to apply DoD acquisition and life cycle management policies procedures and practices to tasks and deliverables.
  • The contractor shall write review and staff action papers studies policies and acquisition documents.
  • The contractor shall independently manage synchronize and track multiple complex and cross-functional actions.
  • The contractor shall assist the team lead with the planning development/refinement initiation and execution of new requirements projects procedures and guidelines.
  • The contractor shall support programs projects or tasks which involve tracking risk and provide constant status or process oversight.
  • The contractor shall leverage existing relationships and develop new contacts with Government and military policy makers and shapers.
  • The contractor shall maintain insight to program execution and milestones as well as their strategic impacts.
  • The contractor shall use affordability technology maturity and responsiveness when assisting in the formulation of broad time-phased operational goals and initial capabilities.
  • The contractor shall assist in development design and implementation of annual and long-range plans to realize the product development components of strategic goals.
  • The contractor shall facilitate milestone planning by preparing reviewing and updating technical briefing materials documentation and program schedules; and developing and implementing technical and programmatic plans and measures to track programs.
  • The contractor shall review analyze and evaluate program development status/progress and performance (i.e. acquisition strategies and documentation acquisition phases and decision Levels and timing and scope of decision reviews) and make recommendations for tailoring an acquisition approach which best fits program conditions. Recommendations shall minimize the time it takes to satisfy the validated need consistent with common sense sound business management practice applicable laws and regulations and the time-sensitive nature of the users requirements. The contractor shall assist in identifying assessing developing and mitigating program risk.
  • The contractor shall work at a senior level to support portfolio program and project support maintaining personal and organizational interactions to enhance stakeholder relations and actively promote rapport with customers.
  • The contractor shall coordinate internal and external workshops meetings and reviews for relevant stakeholders ensure that locations phone and video teleconference lines are booked for use; schedule speakers; develop and provide meeting materials (e.g. day-to-day schedules agendas presentations and displays etc.); and track action items. The contractor shall support each event in person and/or via teleconference video teleconference and web addition for each meeting conducted the contractor shall develop meeting minutes and/or an executive summary.
  • The contractor shall review and provide input to acquisition documentation in support of program milestone decisions and IPRs.
  • The contractor shall provide input to support annual monthly and weekly recurring reports.
  • The contractor shall assist in developing and update top-level: briefings for public presentations to be utilized at various conferences and events.
  • The contractor shall assist in determining assignments setting priorities monitoring progress and reporting on progress to meet established milestones and deadlines.
  • The contractor shall provide program Information and with development of strategy plans such as Cost Estimates Acquisition Strategies User Agreements and Acquisition Plans.
  • The contractor shall track coordinate and develop responses to taskers received by the program team and respond to inquiries and tasks assigned by the PM.
  • The contractor shall post and maintain electronic program files in appropriate SharePoint locations migrating shared files and archiving data as necessary.
  • The contractor shall attend meetings or discussions either in person via telecon or using MS Teams if on-site gatherings and/or travel are restricted.

Qualifications :

  • Requires a minimum SECRET level clearance with Top-Secret desired
  • The contractor shall be a self-starter ability to work with general guidance but able to deliver the specific deliverable comfortable with multi-tasking
  • Requires a bachelors degree in a relevant field
  • 10 years acquisition/program support experience needed
  • Candidate should be a superior writer with the ability for critical thinking and clear communication
  • Candidate should demonstrate ability to problem-solve and work effectively with a team in a fast-paced environment
