Job Description:

Job Summary: Manage all aspects of Commercial Contracts for assigned contracts working closely with the Program Office and Sales team to secure and execute binding purchase agreements. Beyond lifecycle contract management the position is responsible for departmental governance including establishing strategic goals developing comprehensive policies and setting clear objectives for your team. You will mentor staff optimize internal workflows and ensure the team provides support across all civilian and commercial sectors

Primary Responsibilities:

Contract Management:40%

  • Balance multiple contracts and ensure contractual obligations and financial reporting requirements are satisfied

  • Generate and maintain contract documentation and acquire approvals as required

  • Ensure the program teams are aware of contract requirements from program start up through execution

  • Provide support and assistance to the Project Managers in achieving financial and performance goals and objectives

  • Ensure any changes to requirements scope or schedule are addressed with the Program Office and the customer and detailed appropriately through contract amendments

  • Support customer aircraft deliveries to include preparation of contractual delivery documentation and working with financial institutions for payment

  • Develop maintain and improve contract database reporting and metrics

Contract Negotiations:20%

  • Initial review and mark-up of terms and conditions

  • Independently prepare review and modify contractual documents including Purchase Agreements Contract Amendments Memorandums of Agreement (MOA) Memorandums of Understanding (MOU) Non-Disclosure Agreements (NDA) etc.

  • Provide support to the Director Commercial Offers and Contracts to interpret terms and conditions and contractual requirements as needed. (e.g. FARs DFARS & other regulations)

  • Lead contract negotiations achieving reasonable and equitable cost and profit objectives

Offers and Proposal Development: 20%

  • Prepare requests for price estimates for development of CSA

  • Perform risk assessment of price estimates and contract terms and conditions and develop strategies to minimize potential financial and contractual risks to the business

  • Present financial impact and contract terms to executive management for review and approval as required.

  • Provide oversight and input to the preparation of responses to formal solicitations (e.g. Sources Sought RFIs RFQs RFPs) as well as informal solicitations (e.g. quote requests unsolicited proposals etc.)

  • Review offer / proposal submission for executive management consideration and approval

  • Support and influence design of career development plan for team members

4. Organizational Leadership: 10%

  • Mentor and coach team members to collectively achieve the attributes of an impactful team

  • Ensure Ethics & Compliance and Safety guidelines are followed by the team

  • Cultivate a collaborative and support team environment proactively mitigating and resolving conflicts or challenges as they arise.

  • Lead the development drafting and deployment of organizational policies procedures and processes to support the organizations activities

5. Strategy Development: 10%

  • Collaborate with AHNA Sales and Programs in the development of win strategies for new business opportunities

  • Ensure strategy for new business opportunities remains aligned with top company objectives.

  • Collaborate with functional departments (Programs Finance Engineering Flight Test Training etc.) to align offer response with customer requirements.

Additional Responsibilities:

Other duties as assigned:

  • Import & export aircraft with the Federal Aviation Administration

  • Support and register aircraft on the International Registry

  • Support Finance with monthly financial reporting as required

  • Maintain all departmental procedure documents to ensure they are aligned with current practices

  • Provide training and guidance to Contract Managers and Contracts Administrators

  • Assist Director in the management and administration of department activities

  • Serve as a backup to Director for the Commercial Contracts department when Director is unavailable

Qualified Experience and Training:

Education:

  • Bachelors degree from an accredited college/university in a relevant field or equivalent experience

Preferred

  • Masters Degree in Finance or Program Management and/or Juris Doctor

Experience:

  • Requires a minimum of ten (10) years of contract management experience

Preferred

  • Experience in aviation/aerospace

  • Familiarity with DoD/Federal/State/Local Government Acquisition processes

  • Advanced training in finance marketing product analysis and helicopter applications

Licensure/Certifications:

  • None

Preferred

  • National Contract Management Association

Travel Required:

  • 10% Domestic and International

  • Onsite or remote: 60% except when on travel
