Job Summary

Overview:

THIS IS A TEMPORARY GRANT-FUNDED POSITION.

The Boston Safe and Successful Youth Initiative (SSYI) is a multidisciplinary comprehensive service delivery strategy to enhance the quality of life of youth who are the most at risk of being victims or perpetrators of gun violence. SSYI uses a well-developed data analysis system based on criminal history network analysis and intelligence to look for individuals who present the greatest risk for gun violence and/or victimization.

The Boston Police Department has received a grant from the MA Executive Office of Health and Human Service to hire a full-time Crime Analyst to work within the Boston Police Departments Boston Regional Intelligence Center (BRIC).

Under the supervision of the Director of the BRIC the Crime Analyst will be assigned analytic responsibilities in support of the SSYI model to include analyzing crime data coordinating information-sharing activities and managing data systems. The Crime Analyst will also be required to attend law enforcement and service providers meetings to improve communication and collaboration; contribute to the production of crime and intelligence analysis reports and briefings specific to the SSYI initiative; manage the secure web-based platform used to facilitate collaboration across agencies recording important information on individuals and encouraging mutual accountability; present to stakeholders on analytic findings; and participate in discussions at meetings focused on prolific criminal offenders.

Responsibilities:

  • Screens composes and/or controls sensitive data/documentation.Verifies gangs gang members and their social networks and criminal activities.
  • Performs quantitative analyses of data to identify temporal and spatial patterns trends and correlations among data sets to include incident arrest and field interview data intelligence data community characteristics demographic reports etc.
  • Performs qualitative analyses of intelligence/information to identify potential offenders and criminal networks.
  • Performs both short-term (tactical) and long-term (strategic) analysis in support of Department operations.
  • Creates presentations bulletins time-lines link-analysis diagrams and briefing materials to illustrate analytic conclusions and communicate with various stakeholders and levels of management.
  • Compiles advanced statistical reports for review by Department personnel and partners.
  • Prepares written responses to information requests from Department personnel partner agencies and the general public.
  • Utilizes various technology solutions to support responsibilities (word processing spreadsheet database statistical link analysis/social network social media data extractions software data visualization geographic information systems).
  • Performs related duties as required.

Minimum Entrance Qualifications:

  • Applicants must be permanent or naturalized U.S. citizens.
  • Three years of full-time or equivalent part-time professional experience in crime analysis and research preferably in law enforcement or the intelligence community in work that included producing strategic-level analytic reports briefing materials and presentations.
  • Bachelors degree from an accredited college or university in political science criminal justice public administration mathematics/statistics or related field strongly preferred and may be substituted for two years of the required experience. A Masters degree from an accredited college or university in the above-listed fields is preferred and may be substituted for the experience.
  • Upon hire employee may be asked to obtain and maintain a federal government clearance at the Secret level.

Applicants should possess and demonstrate the following knowledge skills and abilities (KSAs):

  • Knowledge of quantitative and qualitative data analysis methodologies.
  • Ability to use logic to analyze or identify underlying principles reasons or facts associated with information or data to draw conclusions.
  • Ability to make a decision or solve a problem by using logic to identify key facts explore alternatives and propose quality solutions.
  • Ability to apply principles theories and practices of criminology.
  • Ability to compile code categorize calculate tabulate audit verify or process information or data. Ability to evaluate information against a set of defined standards.
  • Ability to apply research methods techniques and/or sources of information including advanced analytic procedures and methodologies; to prepare integrated analyses from multiple sources into a single comprehensive analytic product; and to produce strategic-level analytic reports.
  • Ability to maintain confidentiality.
  • Ability to speak clearly concisely and effectively; to listen to and understand information and ideas as presented verbally; and to organize information in a clear and concise manner.
  • Ability to compose and produce reports documents and related material and to compile and prepare briefing materials to present to an audience of peers public and superiors.
  • Ability to exercise good judgment and focus on detail as required by the job.
  • Strong presentation skills.
  • Ability to quickly learn and utilize various analytical technologies(software) audio-visual and related equipment.
  • The following KSAs are strongly preferred: experience working with Microsoft SharePoint Word PowerPoint Excel and Access; ESRI GIS software; i2 Analysts Notebook link-analysis/data visualization software; database technology; various open source Internet-based social media/ networking technologies; and experience working in the Criminal Justice field.
