FLSA STATUS: EXEMPT

BENEFIT STATUS: FULL TIME

GENERAL STATEMENT OF JOB

Underlimited supervisionthe Executive Director of Facilities will provide overall leadership for the planning implementation construction and management of existing facilities and new construction including minor and major projects. The Executive Director will play a critical role in ensuring the health safety and security of all school facilities undergoing construction thereby fostering a positive and safe learning environment. The successful candidate will excel in managing relationships systems processes setting priorities and negotiating effectively. This position reports to the Assistant Superintendent for Operations.

DUTIES AND RESPONSIBILITIES

  • Plans and directs all new construction.
  • Monitors ongoing maintenance construction projects and ensures compliance with applicable federal state and local building codes and safety regulations.
  • Oversees the districts Long-Term Facilities Plan focusing on capital improvements and major renovations to ensure the long-term sustainability of CCS facilities.
  • Interprets and ensures compliance with all relevant laws codes and regulations including those related to building codes purchasing prevailing wages and safety standards.
  • Administers projects to ensure all work adheres to safety standards and regulatory codes.
  • Consults with architectural and engineering firms government institutions utility services contractors and subcontractors for the planning development and construction of new school facilities and the renovation of existing school facilities as needed.
  • Plans and directs emergency repairs as necessary during and after operating hours.
  • Plans directs and inspects the improvements and renovations performed by outside contractors.
  • Provides support guidance and training for all personnel within areas of responsibility.
  • Completes employee performance evaluations in accordance with District Policy.
  • Plans and directs the inspections of all school facilities and new construction.
  • Maintains all allocated funds for new school construction and manages a $120 million budget.
  • Directs and oversees all activities related to purchasing receiving storing and issuing of supplies parts and equipment in accordance with District policies and procedures for all new school construction and renovations.
  • Directs and oversees all systems related to record keeping and filing systems including payroll functions labor materials equipment costs and costs of contracted services.
  • Develops specifications for supplies parts equipment and contracted services.
  • Supports safety programs and District initiatives as directed.
  • Attends meetings as required such as Board meetings administrator meetings conferences and seminars.
  • Follows all policies and procedures as established by the District and Board of Education.



ADDITIONAL JOB FUNCTIONS

  • Performs other related work as required.

MINIMUM TRAINING AND EXPERIENCE

  • Bachelors degree in Facilities Management Engineering Construction Management Business Administration or a related field from an accredited institution (Masters degree preferred); or an equivalent combination of training and experience which provides the required combination of knowledge skills and abilities.
  • Minimum of five (5) years of progressively responsible experience in facilities operations construction management plant maintenance or related fields.
  • Demonstrated experience managing large-scale building operations including construction maintenance/repair custodial services and groundskeeping.
  • Prior experience in a public sector school district or comparable organization preferred.

KNOWLEDGE SKILLS AND ABILITIES

  • Deep knowledge of custodial and grounds administration facilities maintenance building systems and construction.
  • Expertise in facilities planning design construction and capital improvement projects.
  • Familiarity with federal state and local building codes safety standards and regulations.
  • Strong proficiency with standard office software (e.g. spreadsheets word processing) and facility management tools.
  • Proven ability to develop and manage departmental budgets ensuring adherence to fiscal controls and policies.
  • Strong oral and written communication skills.
  • Ability to effectively manage relationships collaborate across departments and lead a diverse team.
  • Skilled in prioritizing tasks setting goals and managing multiple projects simultaneously.
  • Strong analytical and problem-solving skills.
  • Takes individual initiative accepts responsibility and can be held accountable.
  • Ability to adapt to change innovate and remain flexible in a dynamic environment.

MINIMUM STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

Physical Requirements: Must be able to use a variety of equipment such as computers copiers and a variety of audiovisual equipment etc. Must be able to perform medium lifting exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently and/or up to 10 pounds of force constantly to move objects. Light Work usually requires walking standing and bending to a significant degree.

Data Conception: Requires the ability to compare and/or judge the readily observable functional structural or composite characteristics (whether similar to or divergent from obvious standards) of data people or things.

Interpersonal Communication: Requires the ability to speak and/or signal people to convey or exchange information. Includes receiving instructions assignments and/or directions from superiors.

Language Ability: Requires the ability to read a variety of correspondence reports handbooks forms newsletters journals procedures lists etc. Requires the ability to prepare correspondence simple reports forms instructional materials etc. using prescribed format.

Intelligence: Requires the ability to apply principles of logical or scientific thinking to define problems collect data establish facts and draw valid conclusions; to interpret a variety of technical instructions in mathematical or diagrammatic form; and to deal with several abstract and concrete variables.

Verbal Aptitude: Requires the ability to record and deliver information to explain procedures and to follow oral and written instructions. Must be able to communicate effectively and efficiently in standard English.

Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract; multiply and divide; utilize decimals and percentages; and to apply the principles of descriptive statistics statistical inference and statistical theory.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length width and shape.

Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using office and audiovisual equipment.

Manual Dexterity: Requires the ability to handle a variety of items such as office and audiovisual equipment. Must have minimal levels of eye/hand/foot coordination.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to perform under stress and mitigate emergencies.

Physical Communication: Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving the nature of sounds by ear). Must be able to communicate via telephone.
