Job Summary

You will need:

  • A bachelors degree in accounting business administration or finance; preferably with advanced training or an internationally recognized professional certification such as Certified Public Accountant (CPA) CA or its equivalent
  • At least 8 years relevant experience in related fields.
  • Working knowledge of business technologies in a computerized work environment with large databases and accounting software; experience of enterprise resource planning (ERP) systems is desirable.
  • Knowledge of multilateral development or international banking accounting practices/systems guidelines and reports.
  • Written and verbal proficiency in English.
  • Demonstrated experience collaborating in cross-cultural and diverse teams and ability to collaborate constructively as an active team participant.

This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to nationals and permanent residents of Thailand.

This is a fixed term appointment with option to renew initially for a period of up to 3 years or up to the Normal Retirement Date (NRD) whichever comes earlier for the purpose(s) and conditions determined by ADB in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB based on factors including but not limited to the requirement of Staffs particular blend of skills and experience for the medium-term work program of the organizational unit sufficient funding to cover the renewed period and Staffs performance and suitability for employment. There is no limit to the number of renewals up to NRD. However this appointment is not convertible to a regular appointment.

Organizational Setting and Reporting Relationship

The position of Financial Control Officer is assigned to the Technical Assistance Section (CTLA-TA) of the Loan Administration Division (CTLA) within the Controllers Department (CTL). You will be outposted to our Resident Mission Office in Bangkok Thailand.

You will report to Assistant Controller CTLA and designated international staff of CTLA.

Your Role

As a Financial Control Officer you will undertake a variety of accounting and financial administration function related to disbursements for ADBs Technical Assistance (TA) projects and coordinate the assigned activities related to fiduciary and internal financial control compliance. You will also perform activities to support ADBs Organizational Resilience (OR).

You will:

  • Help prepare management information and reporting to aid corporate and country-level monitoring of TA projects required under the revised TA Policy.
  • Support the revision of financial procedures and the TA Disbursement Handbook to ensure consistency with the new TA Policy and promote efficiency and accuracy in disbursement operations.
  • Ensure that disbursement operations of TA grants follow ADBs policies and guidelines including TA Disbursement Handbook.
  • Monitor transaction volume and time to ensure disbursement processing within service level standards.
  • Monitor outstanding advances reconciliation of suspense accounts and facilitate liquidation and accounting entries.
  • Provide quality client service and advice to TA supervising units consultants and other service providers in processing project documents and disbursements during project implementation such as disbursement/fiduciary arrangements with development partners.
  • Oversee functional user support in developing testing and implementing information technology systems towards streamlining processes; provide suggestions to improve existing systems; coordinate system issues with ADBs Information Technology Department (ITD).
  • Support CTLs OR and business continuity by performing accounting and financial administration for TA project disbursements (this may extend to other areas of CTL work such as non-sovereign loans and ADB administrative payments including payroll accounts payable and business travel).
