The Permanent Secretary is the highest-ranking career civil servant in a Ministry. The role is responsible for policy implementation administrative leadership financial accountability and efficient service delivery ensuring continuity of government regardless of political changes.
Key Responsibilities
Administrative Leadership
Serve as the Accounting Officer of the Ministry.
Provide strategic leadership and direction to all departments and units.
Ensure compliance with Public Service Rules financial regulations and government circulars.
Coordinate and supervise Directors and senior management staff.
Policy Implementation & Advisory
Translate government policies into implementable programmes and actions.
Advise the Honourable Commissioner on technical administrative and procedural matters.
Ensure timely execution of approved policies projects and reforms.
Prepare and submit policy briefs memoranda and executive reports.
Financial Management
Oversee budget preparation defence and implementation.
Ensure prudent management of public funds and assets.
Authorize expenditures in line with approved budgets and financial regulations.
Facilitate internal and external audits and implement audit recommendations.
Human Resource Management
Oversee staff deployment discipline promotions and capacity development.
Promote professionalism ethics and performance management.
Ensure effective succession planning and mentoring of senior officers.
Maintain discipline and industrial harmony within the Ministry.
Inter-Ministerial & Stakeholder Coordination
Coordinate with other Ministries Departments and Agencies (MDAs).
Represent the Ministry at inter-ministerial meetings and official engagements.
Liaise with federal agencies local governments development partners and consultants.
Records ICT & Process Improvement
Ensure proper record keeping documentation and data management.
Promote automation ICT adoption and process efficiency.
Support reforms aimed at improving transparency and service delivery.
Specific Duties (As Applicable)
Chair or serve on statutory committees and boards.
Oversee procurement processes in line with procurement laws.
Manage crisis situations and ensure business continuity.
Perform any other duties assigned by the Governor or Commissioner.
Requirements
Qualification & Eligibility
Must be a serving Director in the Abia State Civil Service.
Must have held the rank of Director for at least two (2) years.
Must have at least two (2) years remaining before retirement.
Proven record of integrity leadership and administrative competence.
