Position Summary The Employee Relations Business Partner (HR Consultant) serves as a subject matter expert providing comprehensive human resources consultation and employee relations support to management and staff across AZDOR. This role focuses heavily on fostering positive employee relations resolving workplace conflicts and conducting employee relations investigations.
The consultant will partner with leaders to proactively address workforce issues ensure compliance with employment laws and agency personnel policies and support the development of data driven HR processes. This position also contributes to HR project management reporting compliance and continuous process improvement initiatives.
Essential Functions 1. Project Management and Cross Functional Collaboration - Lead and actively participate in HR related projects and initiatives.
- Develop maintain and coordinate detailed project plans including roles timelines metrics and documentation.
- Monitor project milestones and audit requirements.
- Prepare written reports documenting outcomes KPIs and quality improvement efforts.
- Establish and maintain effective working relationships with internal and external stakeholders.
- Coordinate and facilitate meetings capturing action items and outcomes.
2. Employee Relations and Conflict Resolution - Promote a positive and productive work environment where employees feel engaged and valued.
- Provide coaching training and consultation to managers on employee relations performance management and conflict resolution.
- Monitor and analyze workplace climate through data surveys and direct engagement; prepare reports and recommendations.
- Conduct formal employee relations investigations when appropriate and provide guidance on corrective actions.
- Manage the employee relations consultation process with clear factual documentation of concerns and incidents.
- Review and analyze relevant case materials including performance evaluations coaching records PIPs and disciplinary actions.
- Identify mitigating or aggravating factors related to employee relations cases.
- Ensure compliance with all applicable federal state and local employment laws and AZDOR Personnel Policies.
3. Policy Interpretation and Administration - Draft interpret implement and train on HR policies and guidelines.
- Respond to employee and manager inquiries regarding policy interpretation and application.
- Track historical precedents and policy exceptions to ensure consistent and equitable application of policies.
Required Qualifications Education & Experience - Minimum of 4 years of progressive experience in Human Resources with a strong focus on Employee Relations and Workplace Investigations
- Local candidates only (must be located in Arizona at the time of submission)
Knowledge & Expertise - Strong working knowledge of employment laws and regulations including:
- Experience interpreting HR policies and managing employee relations cases end to end
Skills & Abilities - Excellent verbal written and interpersonal communication skills
- High level of discretion and ability to handle confidential information
- Strong organizational time management and project management skills
- Ability to manage multiple priorities in a fast paced environment
- Strong analytical and problem solving skills
- Proficiency with Google Workspace (Google Suite)
Preferred Qualifications - Bachelors degree in Human Resources Business Administration or a related field
- HR certification such as SPHR PHR or similar
Additional Requirements - Security clearance required
