Background


The Global Forum on Agricultural Research and Innovation (GFAiR) is a voluntary multi-stakeholder network and movement for change uniquely bringing together actors from 11 constituencies interested in the transformation of the Agri-Food System. GFAiR is made up of around 1.000 member networks and institutions working together through collective action and advocacy to shape the future of agriculture and food and their roles in achieving sustainable development. The members and partners in GFAiR come from around the world and from diverse constituencies including small-scale producers and farmers consumers and civil society organizations women and youth organizations private sector representatives public national and international research systems agricultural advisory services education systems funding partners and UN Organizations. GFAiRs reach is achieved through these organizations and the many millions of people they involve.

The core activities of GFAiR Secretariat are five Collective Actions led by GFAiR partners (Ruforum Angoc Access Agriculture Weihenstephan-Triesdorf University of Applied Sciences and Food Bridge).


On behalf of GFAiR the Alliance of Bioversity International and the International Center for Tropical Agriculture (CIAT) which hosts GFAiR is seeking a qualified candidate to serve as Temporary Analyst Collective Actions & Budget.


About the position


Based in Rome Italy and under the supervision of the GFAiR Team Leader the Temporary Analyst ensures the consistency and integrity of services by reviewing operational processes related to the implementation of Collective Actions and contributing to monitoring technical and financial performance indicators. The role communicates with partners and internal teams to address issues affecting implementation and service delivery advises management on matters affecting process execution and operational integrity and anticipates and addresses quality issues to support alignment between workplans and expenditures and the timely completion of project outputs by January 2027 in line with the Grant Agreement.


Responsibilities


Operational Coordination and Delivery Oversight

  • Contribute to daily operations related to collective actions across partner institutions and internal teams.
  • Review progress against milestones and deliverables.
  • Identify implementation risks or delays and propose corrective measures.
  • Maintain uptodate workflow and implementation plans and ensure alignment with project priorities and donor requirements.
  • Assist with communication and coordination among stakeholders to ensure smooth execution of activities and timely problem-solving.
  • Support organization of coordination meetings travel and procurement including preparation of agendas minutes followup actions and documentation.
  • Support preparation and execution of key events and stakeholder engagements.
  • Provide periodic implementation status updates to management.


Sub-Agreement & Reporting on LoA (Letter of Agreement)

  • Review the full LoA lifecycle including preparation amendments processing monitoring and closure.
  • Ensure compliance with Alliance policies donor requirements and financial regulations.
  • Review partner deliverables timelines and budget execution against LoA provisions.
  • Communicate with finance procurement and legal units as needed to ensure efficient LoA administration.
  • Follow up with partners to ensure timely submission of required documentation.
  • Communicates and addresses issues affecting milestone completion or alignment of outputs ensuring alignment with KPIs
  • Maintain organized documentation to support audit readiness.


Budget Alignment Monitoring

  • Maintain an internal activity-level budget tracking tool for execution planning.
  • Anticipate and address risks and/or potential misalignments between budgets and implementation activities that could affect project closure or delivery of outputs.
  • Provide support with expenditure forecasts to support full budget utilization by January 2027.
  • Communicate with PLANS to ensure alignment between implementation realities and financial reporting.
Project Closure & Finalization (January 2027 End Date)
  • Ensure completion of all contractual deliverables within the implementation period.
  • Review final activity execution to support full and timely budget absorption.
  • Contribute to consolidation of inputs for final technical reporting.
  • Ensure documentation is completed and archived for closure and audit purposes.
  • Identify risks that may affect timely project completion.

New Budget Proposal Development & Continuity Support

  • Provide transition support in the event of future funding opportunities or extension of related activities.
    Contribute operational inputs to concept notes or proposals including implementation approaches coordination mechanisms and monitoring frameworks.
  • Provide realistic activity planning inputs based on implementation experience.
  • Performs any other tasks or duties consistent with the position level objectives and programme needs



Requirements

  • Bachelors degree in Economics Business Administration or related area.
  • Previous relevant work experience (preferably minimum of 5 years) coordinating multistakeholder or similar collaborative initiatives including planning implementation monitoring and results reporting.
  • Demonstrated ability to engage diverse partners (public private research civil society).
  • Solid experience in programme or project budgeting including development of annual budgets expenditure monitoring variance analysis forecasting and ensuring compliance with donor financial and reporting requirements.
  • Demonstrated experience in project financial closure including validation of expenditures preparation of final financial statements financial reports and dashboards reconciliation of budget lines and support to audits or donor closure processes to ensure full compliance and transparency.
  • Proven ability to coordinate and monitor Collective Actions ensuring alignment with defined objectives and delivery of measurable results.
  • Strong analytical skills to identify challenges track progress and produce clear actionable reports to support evidencebased decisionmaking.
  • Well-developed skills in personal organization and priority setting problem solving and accuracy.
  • Strong client orientation and service approach
  • Predominant language at duty station. Intermediate level of English


Benefits


This is a temporary support position which will be based in Rome Italy.


The monthly salary will be EUR 3609. The position will be for a period of 9 months.
