Technical Operations Manager - JLL
What this job involves - The Technical Operations Manager leads a multidisciplinary team responsible for equipment calibration programs Computer-Aided Design (CAD) services and comprehensive planning and scheduling operations. This role ensures technical accuracy operational efficiency and seamless coordination across operations while maintaining compliance with industry standards and organizational objectives. The role is responsible for ensuring the quality execution of preventative maintenance programs by conducting routine auditing of PMs and corrective work. The Technical Operations Manager works with cross-functional teams to optimize performance meet business needs and regulatory compliance.
What your day-to-day will look like:
Strategic Leadership & Team ManagementPartner with maintenance leadership to align on standards manage Planning & Scheduling CMMS CAD and Calibration teams and drive continuous improvement through data analytics and best practice sharing across facilities.
Maintenance Program ExecutionOversee preventative maintenance program compliance conduct daily planning meetings perform routine audits of PM and corrective work and ensure quality execution while managing backlogs and schedule conflicts.
Equipment Reliability & Root Cause AnalysisSupport operational event and equipment failure investigations using RCA RCM FMEA and CAPA methodologies to identify root causes prescribe corrective actions and monitor effectiveness.
Technical Documentation & StandardsDirect CAD team in producing accurate technical drawings and schematics establish standards for deliverables and version control and coordinate with cross-functional teams to translate concepts into technical documentation.
Calibration & Quality ControlOversee all equipment calibration activities to ensure regulatory compliance and manufacturer specifications implement continuous improvement initiatives and establish quality control processes for all outputs.
Safety Culture & ComplianceDrive safety culture across site including contractors and visitors ensure compliance with ISO9001 FDA regulations GxP principles and all regulatory laws and proactively identify and remediate safety hazards.
Performance Monitoring & ReportingDevelop and maintain KPIs including PM schedule compliance budget compliance equipment availability MTBF and production performance providing regular status reporting to senior leadership and stakeholders.
Commissioning & Project SupportSupport commissioning activities for upgrades renovations and construction projects including PM job plans maintainability reviews critical spares identification and documentation development.
Training & Workforce DevelopmentChampion development and sustainment of skills matrix for maintenance teams evaluate and coach technicians provide hands-on instruction in maintenance procedures safety protocols and troubleshooting techniques.
Cross-Functional CollaborationPartner with operations engineering facilities and project management teams to support organizational objectives share knowledge document procedures and promote best practices to improve system reliability organization-wide.
Required Qualifications:
Bachelor degree from accredited Institution in Chemical Mechanical or Electrical Engineering or appropriate scientific discipline OR combination of Professional Certifications and work experience.
5 years of experience in Calibration CAD operations or planning/scheduling roles
3 years in a supervisory or management capacity
Comprehensive knowledge of engineering principles applied to design operation and maintenance of building structures and mechanical and electrical equipment for buildings.
Has an excellent working knowledge of the facilities maintenance subject area knowledge of the workforce and supplier capabilities as well as an awareness of progressive developments within the industry.
Knowledge of industry-specific compliance requirements
Knowledge of CAD platforms (AutoCAD Revit MicroStation or similar)
Preferred Qualifications:
Effective communication skills for technical and non-technical audiences
Change management and process improvement mindset
Calibration certification (ASQ CQT CCT or similar)
Professional certification (PMP PSP or equivalent)
Lean Six Sigma certification
Minimum 3-5 years utility systems/management and/or facilities/plant management and maintenance.
Prior experience working in a life sciences Bio-Pharma environment.
Certified Plant Engineer or Certified Maintenance Professional
Experience with enterprise asset management systems
Understanding of metrology-specific compliance requirements
Location: East Syracuse NY
Physical Work Requirements and Work Conditions
Work Schedule: Monday Friday 7:15 AM 4 PM (inclusive of on-call for support when needed)
Ability to work extended periods on a computer.

Estimated compensation for this position:
85000..00 USD per yearThis range is an estimate and actual compensation may differ. Final compensation packages are determined by various considerations including but not limited to candidate qualifications location market conditions and internal considerations.
