I have a guy finishing a project with State of TX Dept of Agriculture. Its a Business Systems Analyst but we are ONLY SENDING if they currently live in Austin area

Business Analyst (ONLY SEND IF THEY HAVE EXPERIENCE WORKING FOR A STATE AGENCY - I already have plenty without so not accepting if they never worked for a state (they prefer texas agencies but if its a State agency with another state go ahead and send.

Location AUSTIN LOCALS ONLY - or can be a surrounding town (so within 40 miles of Austin) do a google map if youre not sure - but no people who are traveling so if they say theyre on vacation this week dont send - - DO NOT SEND IF THEY SAY THEY ARE TRAVELING so you have to ask ahead if they are physically sitting in Austin TODAY (I can see the IP address of where their computer is located when they send everything back so if its somewhere other than Austin surrounding area then Im not sending (so dont send dallas or houston for example). I dont care if they say theyll be back the next day were not chancing itt here are too many that keep saying the same thing. so DO NOT SEND IF THEY ARE NOT PHYSICALLY IN AUSTIN THIS WEEK
What to send - I need resume Visa (if its newer than 2023 then send an older one but if its dated 2023 or older then the current one is fine)
Proof of Austin address (so DL but if the DL says somewhere else you must include a bill within last 2 mo)
Form with 3 references (name title company phone) and the years on the attached sheet

Job Description

Serves as a liaison by providing consultation documentation and direction to other areas with regard to analysis design configuration testing and policy implementation within all systems.
Develops documents and revises system design procedures test procedures and quality standards.
Keep all stakeholders informed through the distribution of project information and project status reports.
Facilitate the service request life cycle through customer-related service request responses business requirements coordination technical specifications and related artifacts review and monitors system integration and user acceptance testing prior to implementation.
Identify a projects potential risks and difficulties and design strategies to mitigate or avoid them.
Works independently and in coordination with TDA staff as assigned to perform a variety of complicated tasks with a wide degree of creativity and latitude
Perform other duties as assigned

MUST HAVE

5 Required Experience as a Business Analyst Systems Analyst or similar roles

4 Required Experience with standard concepts practiReviews analyzes and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping and reengineering.

Prepares solution options risk identification and financial analyses such as cost/benefit ROI buy/build etc. Writes detailed description of user needs program functions and steps required to develop or modify computer programs.

PRIMARY RESPONSIBILITIES

Gathers analyzes and documents user requirements business processes and problems to automate or improve existing systems.

Develop complex system documents to convey business requirements and support efficient system design.

Develop test plans and participate in user acceptance testing to confirm new and existing system functionality.

Analyzes program policies and procedures to determine their effect on automated systems and system functional areas.

Serces and procedures within a particular field

4 Required Relies on limited experience and judgment to plan and accomplish goals.

4 Required A certain degree of creativity and latitude is required

4 Required Bachelors degree with major course work in computer science management information systems or related field
