Job Summary

The Agency Chief Contracting Office (ACCO) is responsible for directing and managing the agencys procurement. The ACCOs Office works cooperatively with DEPs operational and support bureaus to manage the procurement process to support their programs and operations requiring capital construction projects supplies and services such as construction and construction-related professional services primarily engineering. The ACCO also coordinates with the Mayors Office of Contract Services (MOCS) the Comptrollers Office the Office of Management and Budget and other agencies. The ACCOs Office consists of eight (8) organizational groups: Contract Management Special Projects Contract Administration Contract Compliance and Opportunities Purchasing Management Payments and Accounting Contracts Review and Negotiations.

The Competitive Sealed Bids (CSB) Unit is responsible for managing procurements by way of Competitive Sealed Bids (CSB) and Emergency Contracts. The Unit is responsible for ensuring all procurements are consistent with the Citys Procurement Policy Board Rules. The Unit manages procurement timelines; reviews contract documents; coordinates each bid with DEP Budget Bureau of Legal Affairs ( BLA) MOCS and Corporation Counsel. Tasks associated with (CSB) includes general document management; bid advertisement; bid opening; contract compliance document review; coordinating bureaus and vendor meetings; working with vendors to complete all required documents in advance of contract execution; and providing recommendations for internal policies and procedures. The Unit routinely updates both internal and external procurement tracking systems such as the Procurement and Contract Tracking (PACT) Financial Management System (FMS) and PASSPort from pre-solicitation to registration of contract with the Comptrollers Office.

As directed by the ACCO the Deputy ACCO for Competitive Bids will manage procurement activity for all competitively bid contracts over the small purchase limit including but not limited to contracts for construction supply & service and goods. Managing a staff of procurement professionals the Deputy ACCO for Competitive Bids will manage all procurement activity from project initiation through contract registration with the NYC Comptrollers Office ensuring timely completion and compliance with all applicable laws rules and regulations.

-Serve as Deputy ACCO managing staff and overseeing the timely completion of all day-to-day tasks in the procurement of all Competitive Sealed Bids(CSBs).
-Monitor PASSPort to ensure that all tasks are being expedited and moved appropriately through the system to completion.
-Review all documentation prior to oversight review in accordance with the Procurement Policy Board(PPB) and all other applicable rules laws and regulations.
-Provide guidance direction and oversight of procurement staff to ensure all steps are timely executed.
-Interact with senior staff members of oversight agencies as well as procurement staff within the agency to adequately address questions and provide guidance regarding procurement.
-Assist the ACCO in ensuring that all agency personnel are advised on procurement protocols efficiently and accurately.
-Track various project milestones cycle times and Service Level Agreement (SLA) timelines as related to the timely performance of CSB procurements and capital project commitments.

EXECUTIVE PROGRAM SPECIALIST ( - 06804


Qualifications :

1. A masters degree from an accredited college in economics finance accounting business or public administration public health human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; or in management or methods analysis operations research organizational research or program evaluation; or in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management. Eighteen (18) months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above;
