OVERVIEW OF THE FUNCTIONS OF THE POST

Background and Context

The UNESCO Institute for Lifelong Learning (UIL)is located inHamburg Germany and is one of UNESCOs eight education Institutes. UIL supports Member States in the field of lifelong learning with a focus on learning ecosystems skills for life and work and inclusive learning. It pays special attention to UNESCOs GlobalPrioritiesAfrica and Gender Equality. Within UNESCOs broad educational mandate the mission of the Institute is to promote the recognition of and createthe conditionsfor the exercise of the right to education and learning. The Institute undertakes research capacity-buildingnetworkingand publicationonlifelong learning. UIL responds to the concerns of all UNESCO Member States giving priority to least developed countries.

UIL Public Relations

Public relations are centralto the successful implementation of UILs overarching goal ofthe Institutescommunication strategy is to put the right to education for learners of all ages at the heart of socialpoliticaland economic agendas. Effectively communicating UILs visionprogrammes dataknowledgeandimpactto and with diverse stakeholders including government representatives civil society education stakeholders the privatesectorand communities is key to shifting public policyfuellingsocialengagementand increasing resources for lifelong learning.

Specifically UILs communication shall contribute to the threeobjectivesdefined by UILs Medium Term Strategy:

1. Guide and support the design implementation and monitoring of lifelong learning policies at global national and local levels.

2. Advance participation in learning opportunities throughout life and enhance the quality of provision.

3. Contribute to greater equity and inclusion in learning.

Purpose of the Consultancy

UILis seeking a junior consultant to supportthe implementation of UILs communication strategy by1)Uploading content tothe UIL website in English French Spanish 2) Developing social media assets to promote UILs work 3) Compilinga bi-monthly newsletter 4) Editingvideo messages and event recordings 5) Monitoringimplementation of UILs communication strategy.

Main duties and responsibilities

Under the overall authority of the Director of the UNESCO Institute for Lifelong Learning (UIL) and under the direct supervision of the Head of Communication and Outreach the individual consultant will undertake the following main responsibilities:

01:Uploading content tothe UIL website

1.1:Coordinate the development of a new database displaying UIL activities by country and ensuring translation into French and Spanish with external translators

1.2:Monitorrunning of website and trouble-shoot challenges with the support of developers

1.3:Update UILonline collections of case studieswith10 newentriesand coordinate translation into French and Spanish.

1.4:Develop four new landing pages for flagship projects.

1.5:Download from Shutterstock (subscription by UIL) and integrate into the UIL photobank at least 100 images in line with the Institutes thematic priorities and branding.

02:Develop social media assets

2.1:Contribute to conceptualizing social media campaigns on flagship initiatives

2.2:Prepare 10 social media assets and captions for flagship initiatives monthly

2.3:Coordinate translation of social media assets

03:Develophuman focused stories

3.1:Draft at least 4 human focused storiesshowcasingthe impact of UILs work

3.2:Design the stories viaPageflow

3.3:Ensure integration of stories into UILs website

04:Edit videos

4.1:Edit 2 video messages a month(approx. 6 minutes each)

4.2:Edit 9 event recordings a month (approx. 1hour each)

4.3:Upload videos to UIL YouTube Channel and integrate into the UIL website

05: Monitoring implementation of communication strategy

5.1:Monitorsocial media website and newsletter performance and provide a monthly report

Long Description

UIL will provide feedback to eachdeliverablesubmittedand hold regular meetings to ensure the progress and quality of the consultants work.

The contractor should ensure that all visibility materials are produced in line with UNESCOs branding guidelines. Please refer to the UNESCO Style Manual for citation style terminology and spelling abbreviations references etc.

In line with UNESCOs overall gender mainstreaming strategy the contractor is expected to integrate a gender perspective in all activities and apply gender analysis and mainstreaming concepts wheneverfeasible.

The documents produced will be the property of UIL.

Education

Masters degree incommunicationpublic relationsadult education international relations educationorany other related fields.

Workexperience

At least 2 years of relevant work experiencein public relations ideally within the field of education lifelong learning or international cooperation.

Previousexperience in planning and implementingpublic relationsactivities includingwebsite management with Drupal 9 and social media management.

Proven experience inimplementing public relationsactivitiesacross different world regions.

Familiarity with lifelong learningadult education or education systems across UNESCO Member States.

Skills

Excellentwritingskills.

Ability to collect synthesize andanalyseinformation from various sources and conveysuccinctmessages.

Ability to communicate sensitively effectively and creatively across different constituencies.

Strong knowledge of social media platforms and experience in social media outreach.

Strong skills in graphic design and experience with Drupal 9.

Language

Fluency in English (both written and spoken)and good knowledge of either French or Spanish.

A short description one page only explaining the approach proposed for completing this project.

A financial proposal one page only for delivering the activities described in the call;

A short CV focusing on previous relevant working experience consultancy assignments and deliverables and relevant expertise to this project.

The proposal should not exceed 5 pages. Proposals missing any of the above will not be considered.

Selection process

A shortlist of the three most suitable applicants will be drawn up and the selected candidates will be contacted by the Head of Communication & Outreach. The successful candidate will be selected and offered a contract based on the application review.
