Role Overview
An organisation operating in a regulated technology environment is seeking an experienced Engineering & Program Governance Specialist to support delivery governance compliance oversight and process improvement across multiple technology initiatives.
This role works closely with engineering teams program leadership and compliance stakeholders to ensure effective delivery governance regulatory compliance and continuous improvement across development programs.
The position requires strong knowledge of Agile delivery engineering performance metrics governance frameworks and regulatory compliance within complex program environments.
Key Responsibilities
Engineering & Process Governance
- Support Scrum team governance by ensuring Agile ceremonies and delivery processes are consistently followed.
- Track and report engineering and delivery KPIs including velocity DORA metrics and quality indicators.
- Promote adoption of engineering best practices such as CI/CD pipelines coding standards and quality gates.
- Facilitate internal audits and continuous process improvement initiatives across development teams.
Compliance & Risk Governance
- Monitor compliance with applicable healthcare and data protection regulations (e.g. HIPAA GDPR regional health data regulations).
- Support planning and execution of compliance audits and regulatory assessments.
- Maintain and update the program risk register ensuring proactive risk mitigation.
- Coordinate with external auditors and regulatory stakeholders when required.
Program & Delivery Governance
- Support program-level governance by consolidating KPIs across multiple projects.
- Develop and maintain dashboards and reports to provide leadership visibility on delivery performance timelines and costs.
- Conduct project health reviews covering scope schedule budget and risk exposure.
- Enable portfolio-level oversight to ensure alignment with strategic objectives.
- Facilitate program and release retrospectives and drive improvement initiatives across delivery teams.
Required Qualifications
- Bachelors degree in Computer Science Information Technology Business Management or a related discipline.
- 58 years of experience in PMO Governance Project/Program Management or Business Analysis roles.
- Strong knowledge of Agile methodologies and Scrum frameworks.
- Experience working with engineering delivery metrics and governance reporting.
Preferred Skills
- Familiarity with healthcare regulatory frameworks such as HIPAA GDPR or regional equivalents.
- Experience using Jira Confluence and reporting tools such as Power BI or advanced Excel.
- Strong analytical and problem-solving capabilities with attention to detail.
- Ability to interpret data and communicate insights through dashboards and executive reports.
- Excellent stakeholder management and cross-cultural communication skills.
- Ability to operate effectively in fast-paced highly regulated environments.
