Scope of Project

OMIGs FACTS system is undergoing a modernization effort through 2028. In addition OMIG initiatives are underway to build new essential modules for oversight and investigations. These enhancements will improve document upload capabilities and case tracking.

The selected consultant will support FACT Modernization PADS integration and other OMIG initiatives by developing and enhancing enterprise applications using technologies and MVC architecture.

Responsibilities

Attend meetings with program areas responsible for applications impacted by Managed Care initiatives.
Design and develop enhancements for impacted applications using Web Forms and MVC architectural patterns.
Develop user-friendly interfaces using complex data structures and form layouts.
Design and program applications within environment using Team Foundation Server.
Participate in development and enhancement of enterprise-level applications supporting OMIG initiatives.

Required Skills

84 months experience with object-oriented analysis design and programming (OOA OOD OOP) and Service-Oriented Architecture (SOA) using N-tier architecture and MVC patterns.
84 months experience programming using C#.NET.
84 months experience developing and maintaining ComponentOne utilities and programming tools.
84 months experience in system analysis and design including ERDs DFDs and transition diagrams.
84 months experience working within an Application Development organization implementing financial application solutions.
84 months experience developing FACTS web/console-based C# applications and Web Services using MVC WCF Web Forms or Web APIs including security frameworks.
60 months experience using Microsoft Visual Studio 2013 and 2022 Framework 4.0 and Team Foundation Server.
60 months experience designing systems using Oracle or SQL Server databases including stored procedures triggers indexes and ER diagrams.
36 months experience developing XML frameworks including OpenXML and ClosedXML.
Bachelors degree in information technology or related field.
