Job Summary

I. Job Summary

Performs advanced staff services work. Work involves planning directing and overseeing several staff services functions such as technical training research policy program assessment and administrative activities. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

II. Essential Functions

A. Oversees the performance of a variety of technical training research planning policy program assessment and administrative activities for assigned programs; plans and coordinates special and administrative assignments and programs; and oversees the development of programs and of adjustments to methods and procedures to comply with legislative and other changes.

B. Oversees the completion of and monitors required performance reports and recommends appropriate changes; and oversees studies and analyses of operations and problems and the preparation of reports of findings and recommendations.

C. Analyzes internal processes and recommends and implements procedural and policy changes to improve operations; develops regulations and procedures; and prepares and reviews operational and special reports.

D. Organizes assigns and reviews the work of others; and provides technical guidance and direction in the program areas.

III. Minimum Qualifications

A. Education Experience and Training

1. Bachelors degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Criminal Justice or a related field. Each year of experience as described below in excess of the required seven years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.

2. Seven years full-time wage-earning criminal justice auditing operational review technical review or program evaluation experience.

B. Knowledge and Skills

1. Knowledge of the principles and practices of public administration and management.

2. Knowledge of applicable state and federal laws rules regulations and statutes.

3. Knowledge of agency and departmental organizational structure policies procedures rules and regulations preferred.

4. Skill to communicate ideas and instructions clearly and concisely.

5. Skill to coordinate with other staff departments officials agencies organizations and the public.

6. Skill in administrative problem-solving techniques.

7. Skill to interpret and apply rules regulations policies and procedures.

8. Skill in the use of computers and related equipment in a stand-alone or local area network environment.

9. Skill to organize analyze and prepare statistical reports.

10. Skill to review technical data and prepare technical reports.

11. Skill to develop and evaluate administrative policies and procedures.

12. Skill to prepare and maintain accurate records files and reports.

13. Skill in the use of Microsoft Office Suite or equivalent to include word processing spreadsheet database or presentation software programs.

14. Skill to organize assign and review the work of others
