Organizational Setting and Reporting Relationship

The position of Operations Coordination Analyst is assigned to the Office of the Director General (SEOD) within the Southeast Asia Department (SERD). You will be based at our Headquarters in Manila Philippines.

You will report to the Deputy Director General SERD and assigned technical international staff.

Your Role

As an Operations Coordination Analyst you will provide analytical coordination and administrative support to SERD front office and SERD management team. You will contribute to budget and human resources functions and be one of HR focal points with guidance and in collaboration with the Operations Coordination Officer.

You will:

  • Consolidate inputs and prepare business travel and staff consultant requirements for budget reporting; coordinate the annual departmental budget request monitor utilization and ensure compliance with procedures.
  • Provide HR- and budget-related inputs and prepare briefing materials for corporate planning budget and management review processes including the Work Program and Budget Framework (WPBF) Operations Review Meetings (ORMs) Budget Review Committee (BRC) meetings VPR2 discussions and ad hoc briefings.
  • Coordinate departmental human resources administration at ADB Headquarters and resident missions (RMs) including recruitment vacancy management selections transfers retirements and short-term assignments.
  • Support SERD Management and RM HR focal points on recruitment and personnel administration including drafting and reviewing staffing proposals staff actions and job descriptions.
  • Coordinate and monitor performance review exercises including six-month probationary fixed-term appointments midyear and annual reviews.
  • Participate in and support SERDs finance and administration (F&A) network activities including teambuilding events and the annual SERD F&A retreat.
  • Support consultant recruitment on Consultant Management System (CMS) including contract maintenance and processing of contract variations claims.
  • Coordinate and support the implementation of SERD front office departmental and BPMSD initiatives within SERD.
  • Coordinate with SERD CSD and other ADB departments on office space management.
  • Collect validate and analyze data for management reports briefing notes and presentation materials.
  • Perform other duties as assigned and reflected in your work plan.

You will need:

  • Bachelors degree in a relevant discipline
  • At least 5 years of relevant work experience; related experience in international agencies will be preferred
  • Ability to quickly learn and understand operational processes and procedures of a multilateral development bank.
  • Ability to undertake background research and analysis on difficult but well-defined tasks collect organize and analyze required data and information apply appropriate computer skills in analyzing and developing the data and prepare notes papers and sections of reports
  • Ability to evaluate information using basic problem-solving methods by making simple causal links pro-and-cons lists and analyses to reach a decision and set priorities for tasks in order of importance.
  • Capacity to establish and maintain productive professional relations within ADB and externally with appropriate officials of the host government donor agencies and executing agencies
  • Proficiency in using computer-based applications including database tools and other required information technologies (i.e. MS Office applications); advanced skills in using Excel spreadsheets are desirable
  • Proficiency in written and verbal English.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed term appointment with option to renew initially for a period of up to 3 years or up to the Normal Retirement Date (NRD) whichever comes earlier for the purpose(s) and conditions determined by ADB in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB based on factors including but not limited to the requirement of Staffs particular blend of skills and experience for the medium-term work program of the organizational unit sufficient funding to cover the renewed period and Staffs performance and suitability for employment. There is no limit to the number of renewals up to NRD. However this appointment is not convertible to a regular appointment.
