Job Summary

Organizational Setting

The offices deliver on the programmatic priorities of each country as agreed in their respective Country Programming Frameworks (CPFs) aligned to the UN Sustainable Development Cooperation Framework (UNSDCF) and ensure effective and efficient operations with adequate human and financial resources.

Specifically FAO Country Offices:
advocate inform and support policies and investments in the areas of FAOs mandate;
provide technical assistance and deliver core services;
assist and catalyze partnership and resource mobilization activities to support agrifood systems transformation;
position FAO as the specialized/authoritative technical agency in food and agriculture and agrifood systems transformation; and
ensure risk-smart and accountable operations and management.

The position is located in the FAO Country Office in Jordan.

Reporting Lines

The National Mobilizer will be based in the FAO Jordan Country Office and report directly to the FAO Representative in Jordan (FAOR). Operationally the Mobilizer will work under the guidance of the National Project Coordinator and collaborate closely with the project team technical specialists. The position will be technically supervised by the Programme Lead Technical Advisor (LTA) and will receive day-to-day guidance from the International Agribusiness Consultant.

The role requires frequent coordination with producer organizations cooperatives financial institutions and local authorities to facilitate rural alliance formation ensure governance readiness and provide technical guidance in line with FAO standards and project objectives.

Technical Focus

The National Mobilizer will drive the identification engagement and organization of smallholder producers cooperatives and MSMEs into functional Rural Alliances serving as a critical link between local producers markets technical support and financial mechanisms. The role focuses on fostering inclusive and participatory structures that empower women youth and other vulnerable groups while promoting the adoption of climate-smart agriculture practices and sustainable operational standards.

Key technical priorities include facilitating the operational readiness of Rural Alliances strengthening governance and institutional capacity at the community level supporting alignment with Joint Programme objectives and ensuring that alliances are prepared to access financial and technical opportunities. The incumbent will actively support and guide eligible groups in preparing and submitting applications under the Calls for Proposals (CfPs) ensuring that Rural Alliances are effectively established and positioned to access financial and technical opportunities

The incumbent will also contribute to evidence-based tracking of socio-economic impacts and alliance performance supporting transparent accountable and results-oriented project implementation.

Tasks and responsibilities

Identify mobilize and register eligible smallholders producer groups cooperatives and MSMEs to establish Rural Alliances.
Conduct outreach and awareness campaigns on the JP objectives eligibility criteria and procedures for Calls for Proposals (CfPs).
Support group organization and mobilization to ensure eligible stakeholders actively apply to the CfPs for the establishment and operationalization of Rural Alliances.
Support Rural Alliances in strengthening internal governance structures inclusive participation mechanisms and institutional readiness.
Provide guidance and hands-on support to Rural Alliances in the preparation of concept notes sub-project proposals and required supporting documentation under the CfP process.
Assist with maintaining communication with relevant stakeholders including municipalities service providers and technical experts in support of alliance formation and operationalization. Provide technical support to Rural Alliances to ensure compliance with CSA adoption requirements environmental safeguards and project implementation guidelines.
Promote the inclusion of women and youth in Rural Alliances including their participation in decision-making and benefit-sharing mechanisms.
Support data collection and reporting on alliance formation progress participation levels socio-economic indicators and implementation bottlenecks.
Contribute to the identification of local challenges and recommend corrective actions to strengthen alliance performance and sustainability.

Deliverables

Number of Rural Alliances successfully formed and supported to submit complete and eligible applications under the Calls for Proposals (CfPs) including evidence of women and youth participation.
50 rural alliances mobilized; 30% women- and youth-led.
Governance structures formalized for 50 alliances.
CfP awareness campaign reaches 80% of eligible groups.
Number of outreach/awareness sessions conducted and participants reached (disaggregated by sex and age).

Minimum Requirements

University degree in Agriculture Agribusiness Rural Development Development Studies Social Sciences or related field.
Minimum 35 years of professional experience in rural development community mobilization agrifood systems or value chain development.
Working knowledge of Arabic and English is required.
Jordanian national or legal authorization to work in Jordan.

Technical/Functional Skills

Familiarity with Jordans work in local community context .
Excellent writing skills excellent interpersonal skills with liaising with different stakeholders and presenting ideas and exchanges
Demonstrated experience in community engagement alliance/group formation or cooperative development ideally in agricultural or rural contexts.
Experience in facilitating awareness campaigns organizing stakeholder consultations and providing technical guidance to smallholders.
Familiarity with climate-smart agriculture practices CSA adoption and inclusive approaches for women and youth.
Strong interpersonal and communication skills to engage with diverse stakeholders.
Proven ability to mobilize organize and support smallholder groups or cooperatives.
Good organizational and reporting skills with attention to deadlines and deliverables.
Ability to work independently and in multi-disciplinary teams.
