The Joint Analysis and Lessons Learned Centre (JALLC) is NATOs Centre dedicated to support Alliance-wide implementation and sustainment of NATOs lesson learned (LL) policy and to improve NATOs ability to operate and adapt through LL analysis training advising and assessment activities enabling the establishment of effective lessons learned capabilities across NATO.

The Office of Chief of Staff is responsible for managing all the activities of the staff.

The Lessons Learned Management Division (LLMD) is responsible for Lessons Learned outreach and Lessons Learned Training in support of NATO operations activities exercises NCS and NATO Force Structure commands Centres of Excellence Allies and Partner nations; management of the NATO Lessons Learned Portal; and conducting active collection and sharing of lessons.

The post holder will be responsible for providing the technical skills to keep the NLLP fully operational thus enhancing the overall quality of the JALLC work.

Principal Duties:

  • Manages and maintains the NATO Lessons Learned Portal (NLLP) and the future NATO Lessons Learned Toolset (NLLT) including the following:
    • Maintains contact with and provides guidance/support to Local NLLP Managers (LNMs) representing Tasking Authorities and/or Action Bodies as required;
    • Monitors the use of the Lessons Learned Staffing Area and provides support if required;
    • Manages users access to NLLP and their associated accounts IAW LL Directive;
    • Manages the NLLP Librarys content and quality;
    • Transfers the LL documents published for sharing from NS WAN to NU WAN and vice versa IAW the LL Directive;
    • Updates the NLLP web-pages and dictionaries accordingly;
    • Provides SME support to the NLLP users as required;
    • Coordinates with JALLC IT the technical support required to have the NLLP properly maintained and functioning.
  • Advises on suitability and feasibility of NLLP improvement requirements; contributes/ leads the actions pertaining to those agreed / prioritized to be implemented;
  • Contributes to the NLLP development with the aim to be a user-friendly LL tool ICW JALLC IT requirements;
  • Supports the creation of LL COI Area(s) in the NLLP; maintains contact with and provides NLLP guidance to LLCOI Administrator(s) IAW LLCOI TOR;
  • Participates in relevant workshops / working groups that imply the use of NLLP as directed by the Division Head;
  • Provides advice and training on the use of the NLLP upon request;
  • Provides SME advice for the LL documents revision.

Essential Qualifications / Experience:

  • Higher Secondary education and completed higher vocational training leading to a formal technical or professional certification with 3 years function related experience or Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 5 years post related experience.
  • Two years of practical work experience in web based applications/databases;
  • Experience in improvement and promotion of web content;
  • Ability to produce clear and concise written staff work in English;
  • Familiarity with computer applications data and processing;
  • Must have excellent communication skills and must be able to quickly gain the trust and confidence of NATO/PfP organizations to further develop the NATO/PfP Lessons Learned process;
  • Experience in defining documenting and carrying out small projects.

Language:

  • English - SLP 3333 - (Listening Speaking Reading and Writing)

Desirable Qualifications / Experience:

  • University Degree and 4 years post related experience;
  • Advanced computing skills especially spreadsheet database and/or graphics;
  • Knowledge and experience of NATO;
  • Experience working in an international environment;
  • Experience working with military personnel;
  • Experience in business process management.

The Technician (Database Administration) is expected to maintain regular professional contacts with others frequently above his or her staff level inside and outside JALLC and NATO on functional matters.

Contribution To Objectives:

The activity of the LL Management Division (LLMD) is central to the core work and objectives of the JALLC. The Administrator (NLLP) complements the military skills and knowledge of the military personnel in the LLMD and Portal team with the technical skills to keep the Portal fully operational thus enhancing the overall quality of the JALLC work.

Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract

Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
