Job Summary

Dorchester County Public Schools is currently accepting applications for the position of Coordinator of Educator Growth and Development (Elementary; PK-5). Under the supervision of the Director of Elementary Education the Coordinator of Educator Growth and Development (Elementary) is responsible for designing implementing and evaluating district-wide professional learning initiatives supporting educators in career advancement and overseeing new teacher induction and mentoring programs for educators teaching in grades Pre-Kindergarten through 5th grade. Dorchester County Public Schools is in the midst of dramatic systemwide improvement and is entering the first year of implementation of our ambitious Believe in Us: Achieving Our Potential Together Strategic Plan. This is a unique opportunity to help lead transformational work from the ground up as part of a creative results-focused leadership team. This role combines the management of professional development systems with the coordination of programs that build educator capacity support teacher retention and align with the goals of the Blueprint for Marylands Future. The coordinator also manages Title II federal program operations including fiscal oversight compliance and reporting. The position serves as a liaison among district administration school-based staff higher education institutions and external professional learning providers.

DUTIES:

Professional Learning and Development

  • Lead the district-wide implementation of our professional learning systems to track manage and store licensure points and professional development records.
  • Train and support staff in our professional learning system structures.
  • Ensure data accuracy system maintenance and integration with district processes.
  • Assists with the planning organizing and implementation of district-wide professional development activities.
  • Coordinate external PD opportunities including conferences workshops and specialized training.
  • Collaborate with administrators and instructional staff to assess professional development needs and measure effectiveness.

National Board Certification Support

  • Manage timelines resources and support systems for teachers pursuing National Board Certification.
  • Provide guidance on requirements portfolio development and candidate support sessions.
  • Collaborate with Human Resources to align National Board support with district talent development goals.

New Teacher Induction & Mentorship

  • Develop coordinate and evaluate a comprehensive induction program for first- second- and third-year teachers.
  • Supervise and collaborate with new teacher mentors to ensure program effectiveness.
  • Provide professional learning for mentors and support the implementation of mentoring models.
  • Plan and implement New Teacher Academy and seminar courses.
  • Maintain accurate records budgets and program documentation.
  • Regularly communicate program updates and progress to stakeholders.

Human Resources & Talent Development Collaboration

  • Assist with recruitment activities including check-in surveys for new hires.
  • Support HR in managing initiatives related to educator career growth and retention.

Partnerships and Liaison Work

  • Serve as the Professional Development School (PDS) liaison to Salisbury University and University of Maryland Eastern Shore.
  • Assign teacher interns from approved institutions of higher education.
  • Build collaborative relationships with universities and teacher preparation programs.
  • Engage stakeholders in program evaluation and improvement.

Title II Federal Program and Grant Management

  • Oversee the planning budgeting and implementation of the districts Title II Part A federal program.
  • Ensure all Title II expenditures align with federal state and district guidelines.
  • Prepare submit and maintain required reports applications and compliance documentation for MSDE.
  • Monitor and evaluate Title II-funded activities for effectiveness and alignment with district priorities.
  • Collaborate with internal departments and external partners to maximize the impact of Title II funding.

Data Reporting and Compliance

  • Maintain accurate records of PD activities participation licensure progress and program budgets.
  • Generate reports to inform district leadership and comply with state and federal requirements.
  • Monitor alignment with the Blueprint for Marylands Future objectives.

Other Duties

  • Prepare and distribute materials for program implementation.
  • Perform other related duties as assigned to support district instructional and talent development goals.

QUALIFICATIONS:

  • Eligible for and hold prior to appointment the Maryland State Department of Education Licensure for Administrator I in accordance with COMAR 13A.12.05.05.
  • At least five (5) years of successful teaching experience.
  • Prior school-based administrative/supervisory leadership experience preferred.
  • Knowledge of instructional planning development and implementation.
  • In depth knowledge of Instruction and Assessment.
  • Knowledgeable of the Blueprint for Marylands Future.
  • Knowledgeable of successful adult learning practices.
  • Excellent organizational communication and human relations skills.
  • Experience with planning and delivering professional development.
  • Knowledge of federal grant management particularly Title II Part A requirements is strongly preferred.
  • Experience with PowerSchool or similar professional learning management platforms preferred.
  • Proven ability to lead projects manage budgets oversee grants and coordinate multi-faceted programs.
  • A self-starter and ability to complete tasks with minimal supervision.
  • Ability to maintain strict confidentiality.
