TITLE: Chief Financial Officer
REPORTS TO: Superintendent
POSITION SUMMARY
This position provides leadership and expertise in fiscal services throughout the District. Responsibilities include finance budget accounting purchasing inventory and enrollment forecasting. Serves on the Superintendents Executive Cabinet and provides leadership in all fiscal-related areas to the Board of Directors program directors and building administration. Ensures compliance with state and federal budget laws and oversees the submission and administration of compensatory program budgets. Oversees payroll and accounts payable staff. Prepares monthly budget reports for presentation to and review by the Board of Directors. Flexible scheduling and evening meetings are required.
QUALIFICATIONS
- Masters degree in business public administration finance educational administration or a related field preferred. A Certified Public Accountant Certificate may substitute for the Masters Degree requirement.
- Five years of increasingly responsible administrative experience in business and finance. Experience with Washington school district business functions including three years in a supervisory capacity.
- Experience in annual operating budget development and management
- Demonstrated leadership skills in budget development implementation monitoring and adjusting.
- I-9 employment eligibility in compliance with the Immigration Reform and Control Act
- HIV/HBV training (obtain within 60 days of hire date District provided)
- Human Resources new hire training (obtain within 60 days of hire date District provided)

POSITION RESPONSIBILITIES

- Directs the preparation of the districts annual budget and fulfills all financial reporting requirements. Coordinates budget planning and financial projections analyzes data and management information and makes recommendations that lead to sound fiscal decisions.
- Provides strategies for use in matters of fiscal and business such as budget preparation revenue forecasting demographic and enrollment projections collective bargaining school construction property acquisition and other matters associated with business services.
- Provides a variety of strategies to address staffing and compensation policies and practices financing for major expenditures bond sales and issuance of bonds and expenditure priorities.
- Prepares presents and interprets a variety of financial reports such as status of budget accounts and the general financial condition of the district and reports monthly to the Superintendent and the Board of Directors.
- Provides accounting and budget support to all building administration and staff concerning fiscal operations.
- Administers and ensures efficient and comprehensive accounting and financial reporting systems and procedures to maintain budgetary and expenditure controls in accordance with the State accounting manual.
- Administers collection of monies; directs the accounting of all funds and financial transactions; ensures the maintenance of accurate financial records.
- Directs the development approval and implementation of business and financial policies procedures and contracts.
- Serves as a member of the collective bargaining team for the district and provides the team information regarding the financial ramifications of bargaining decisions.
- Works with staff and community to develop long-range recommendations to the Board regarding facilities planning.
- Develops bid specifications for the district.
